Rep. Ray called the meeting to order at 2:08 p.m.

Rep. Ray welcomed everyone to the new legislative session. Committee members were introduced.

Rep. Ray relinquished the chair to Rep. Menlove.

H.B. 33    Refund of Unearned Health Insurance Premiums and Medicare Supplement Insurance Premiums (Rep. P. Ray)

Rep. Ray explained the bill to the committee, assisted by Mickey Braun, Insurance Department.

Spoke to the bill:    Kelly Atkinson, Utah Health Insurance Association

MOTION:    Rep. Daw moved to pass H.B. 33 with a favorable recommendation. The motion passed unanimously.

H.B. 90    Criminal Homicide Abortion (Rep. P. Ray)

MOTION:    Rep. Ray moved to delete in title and body H.B. 90 and replace it with 1st Substitute H.B. 90, Abortion Law Amendments. The motion passed unanimously.

MOTION:    Rep. Ray moved to proceed to the next item on the agenda. The motion passed unanimously.

Rep. Ray resumed the chair.



H.B. 60    Family Preservation Services Amendments (Rep. W. Harper)

MOTION:    Rep. Menlove moved to delete in title and body H.B. 60 and replace it with 1st Substitute H.B. 60. The motion passed unanimously.

Rep. Harper explained the substitute bill to the committee.

Spoke in favor of the bill:    Joyce Dolcourt, Legislative Coalition for People with Disabilities

MOTION:    Rep. Riesen moved to pass 1st Substitute H.B. 60 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Menlove moved to place 1st Substitute H.B. 60 on the Consent Calendar. The motion passed unanimously.

H.B. 81    Health Care Patient Identity Protection (Rep. S. Sandstrom)

MOTION:    Rep. Sandstrom moved to delete in title and body H.B. 81 and replace it with 1st Substitute H.B. 81. The motion passed unanimously.

Rep. Sandstrom explained the substitute bill to the committee.

MOTION:    Rep. Menlove moved to pass 1st Substitute H.B. 81 with a favorable recommendation. The motion passed unanimously.

H.B. 17    Expedited Partner Therapy Treatment (Rep. J. Seelig)

MOTION:    Rep. Sandstrom moved to amend the bill as follows:

1.    Page 2, Line 56 through Page 3, Line 59 :    

             56          (2) This section does not require a practitioner
  or a licensee under this chapter       to prescribe        or dispense       a drug to treat a sexually

             57      transmitted disease for patient delivered expedited partner therapy. A practitioner's
  or licensee's       decision to

             58      use expedited partner therapy as allowed by this section is voluntary.
             59          (3) Notwithstanding Sections 58-1-501 , 58-17b-501 , and 58-17b-502 , it is not unlawful

The motion to amend the bill passed unanimously.
