Rep. Ray called the meeting to order at 8:06 a.m.

MOTION:    Rep. Riesen moved to approve the minutes of the February 17, 2009 meeting. The motion passed unanimously with Rep. Sandstrom absent for the vote.


S.B. 20    Local Public Health Emergency Funding (Sen. D. Stowell)

Sen. Stowell explained the bill to the committee.

MOTION:    Rep. Beck moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Sandstrom absent for the vote.


H.B. 142    Reporting Abuse or Neglect of the Elderly or Disabled (Rep. L. Hemingway)

MOTION:    Rep. Menlove moved to amend the bill as follows:

1.    Page 4, Line 109 :    

             109          (i) designate
{   two   } persons within the department to access:


The motion to amend the bill passed unanimously with Rep. Sandstrom absent for the vote.

Rep. Hemingway explained the bill as amended.

1st Sub. H.B. 269    Anesthesiologist Assistants (Rep. Julie Fisher)

Rep. Fisher explained 1st Substitute H.B. 269 with a handout and the assistance of Dr. Cris Cowley, M.D., President, Utah Medical Association.

MOTION:    Rep. Beck moved to pass 1st Substitute H.B. 269 with a favorable recommendation. The motion passed with Rep. Sandstrom voting in opposition to the motion and Rep. Menlove absent for the vote.


H.B. 89    Prosthetic Limb Health Insurance Parity (Rep. D. Litvack)


Rep. Litvack explained H.B. 89, which was amended in the meeting held February 10, 2009. A handout was provided to committee members.

Spoke in favor of the bill:    Dr. Joe Webster, M.D., University of Utah and Veterans                              Administration Medical Center


MOTION:    Rep. Riesen moved to pass H.B. 89 with a favorable recommendation. The motion passed with Rep. Ray voting in opposition to the motion.


1st Sub. H.B. 132    Sexual Assault Victim Protocols (Rep. J. Biskupski)

MOTION:    Rep. Menlove moved to amend the bill as follows:

1.    Page 3, Line 83 :    

             83      under the protocol described in Subsection
{   (5)   }        (1)(e)       , to a victim of sexual assault; and


The motion to amend the bill passed unanimously.

Rep. Biskupski explained the amended bill.

Spoke in opposition to the bill:    Dave Gessel, Utah Hospital and Health Systems Association

MOTION:    Rep. Sandstrom moved to adjourn the meeting. The motion passed unanimously.

Rep. Ray adjourned the meeting at 10:05 a.m.
