Rep. Ray called the meeting to order at 4:41 p.m.

MOTION:    Rep. Riesen moved to approve the minutes of the February 25, 2009 meeting. The motion passed unanimously with Rep. Menlove absent for the vote.


S.B. 142    Disposition of a Dead Body (Sen. A. Christensen)

Sen. Christensen explained the bill to the committee.

MOTION:    Rep. Daw moved to pass S.B. 142 with a favorable recommendation. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 101    Assertive Community Mental Health Treatment Pilot Program (Rep. C. Moss)

Rep. Moss explained the bill, assisted by Andrew Riggle of the Disability Law Center and Sherri Wittwer of the National Alliance on Mental Illness (NAMI). Handouts were provided to committee members. Doug Mottonen of Valley Mental Health also assisted in the presentation of the bill and responded to questions of committee members.

MOTION:    Rep. Beck moved to pass H.B. 101 with a favorable recommendation. The motion passed with Rep. Daw and Rep. Sandstrom voting in opposition to the motion. Rep. Menlove was absent for the vote.



1st Sub. S.B. 21    State and Local Health Authorities Amendments (Sen. D. Stowell)

Sen. Stowell explained the bill to the committee.

MOTION:    Rep. Daw moved to pass 1st Substitute S.B. 21 with a favorable recommendation. The motion passed unanimously with Rep. Menlove absent for the vote.


S.B. 133    Abuse or Neglect of a Disabled Child (Sen. J. Valentine)

Sen. Valentine explained the bill to the committee.

MOTION:    Rep. Sandstrom moved to pass S.B. 133 with a favorable recommendation. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 395    Medical Services Amendments (Rep. P. Ray)

MOTION:    Rep. Ray moved to return H.B. 395 to the Rules Committee for interim study. The motion passed unanimously with Rep. Menlove absent for the vote.


S.B. 173    Emotional Support Animals and Psychiatric Therapy Animals (Sen. M. Dayton)

Sen. Dayton explained the bill with the assistance of Jim Olson, Utah Food Industry Association, and Mary Ann Cowan, ADA Coordinator for Salt Lake County.

Spoke in favor of the bill:    Michelle McOmber, Utah Medical Association and Utah Psychiatric                         Association

MOTION:    Rep. Daw moved to pass S.B. 173 with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Riesen moved to adjourn the meeting. The motion passed unanimously.
