Acting Chair Van Tassell called the meeting to order at 8:44 a.m.

Approval of Minutes

    MOTION:
Sen. Davis moved that the minutes of February 19th and February 23rd
    be approved.

    The motion passed unanimously with Sens.Valentine and Davis absent for the vote.

1.     HB0286 Regulation of Lending by the Department of Financial Institutions




    
Sen. Niederhauser introduced and explained HB0286.

    Edward Leary spoke in favor of HB0286.

    MOTION: Sen. Liljenquist moved to pass HB0286 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Valentine absent for the vote.

    MOTION: Sen. Niederhauser moved to put HB0286 on the consent calendar.

    The motion passed unanimously with Sen. Valentine absent for the vote.

2.     HB0320 Collection Agency Amendments

     Rep. Webb introduced and explained HB0320.

    MOTION: Sen. Van Tassell moved to pass HB0320 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Niederhauser and Davis absent for the vote.

    MOTION: Sen. Van Tassell moved to put HB0320 on the consent calendar.

    The motion passed unanimously with Sens. Niederhauser and Davis absent for the vote.

3.     HB0129 Alcoholic Beverage Amendments Related to Minors

    
Rep. Oda introduced and explained HB0129.

    Liz Zentner spoke favor of HB0129.

    MOTION: Sen. Davis moved to pass HB0129 out of committee with a favorable recommendation.

    The motion passed unanimously.

4.      SB0208 Utah Public Notice Website Amendment

    
Sen. Urquhart introduced and explained SB0208.

    MOTION: Sen. Urquhart moved to adopt 1st substitute SB0208.


    The motion passed unanimously.

    Stewart Matheson, Karla Johnson, Joel Campbell, Kevin Ashby, Ralph Keker, and Jim Wall, spoke against SB0208.

    Lincoln Shurtz and Spencer Stokes spoke in favor of the SB0208.

    Boyd Clayton spoke to the bill.

    MOTION: Sen. Niederhauser moved pass 1st substitute SB0208 out of committee with a favorable recommendation.

    The motion passed 4 - 2 with Sens. Davis and Van Tassell voting in opposition.

    MOTION: Sen. Davis moved to adjourn the meeting.

    The motion passed unanimously.

     Chair Valentine adjourned the meeting at 10:02 a.m.
