    A list of visitors and a copy of handouts are filed with the committee minutes.

    Committee Chair Bramble called the meeting to order at 8:10 a.m.

     MOTION: Sen. Morgan moved to approve the minutes of the February 10, 2009 meeting.

    The motion passed unanimously, with Sens. Dayton, Goodfellow, and Jenkins absent for the vote.


Sen. Morgan assumed the chair.

1.     S.B. 177 -- New School District Amendments

    At the request of the sponsor, S. B. 177 was not heard.


2.     S.B. 199 -- Equal Recognition of School Parent Groups

         MOTION: Sen. Bramble moved to adopt the following amendment to S.B. 199:

1.    Page 2, Line 58 :    

             58      leadership positions, or the ability to vote.
    
  (6) The provisions under Subsection (5)(c) do not apply to a parent group that waives the required payment of dues for a person upon the request of that person.           

        The motion passed unanimously with Sens. Goodfellow and Jenkins absent for the vote.

        Sen. Bramble introduced and explained the bill.

        Dawn Frandsen, Parent; Mitzi Collins, President-elect, Timpview High School PTA; Brian Allen, Parent; Stan Rasmussen, Public Affairs, Sutherland Institute; Karen Clark, Vice President, Eagle Forum; Kim Frank, Utah Association of Charter Schools; Mary Ann Christiansen, Parent; Judy Clark, Executive Director, Parents for Choice in Education; and David Doty, Superintendent, Canyons School District; spoke in favor of the bill.

        Tamara Lowe, President, Utah School Boards Association and Marilyn Simister, President, Utah PTA spoke against the bill.

        Cheryl Phipps, Legislative Vice President, Utah PTA spoke to the bill.
        
        MOTION: Sen. Stephenson moved to pass S.B. 199 out of committee with a favorable         recommendation.

        The motion passed with Sens. Bramble, Dayton, Jenkins, Morgan, and Stephenson voting in favor, and Sen. Goodfellow voting in opposition.

         MOTION: Sen. Bramble moved to adjourn.

        The motion passed unanimously.

        Sen. Morgan adjourned the meeting at 9:45.
