Representative Eric K. Hutchings proposes the following amendments:

1.    Page 1, Line 18 :    

             18      members from public or private providers;
      .    requires the Legislative Compensation Commission to study and provide a listing of defined contribution health care benefit plan options for legislators, including the tax ramifications of each option;      


2.    Page 2, Line 28 :    

             28      AMENDS:
      36-2-5, as last amended by Laws of Utah 1999, Chapter 379      


3.    Page 2, Line 33 :    

             33      Be it enacted by the Legislature of the state of Utah:
      Section 1. Section 36-2-5 is amended to read:      

     36-2-5 .   Duties of Legislative Compensation Commission.
      (1)       The Legislative Compensation Commission      {   has the following duties:   }        has the duties as provided under this section.      

    
{   (1) It   }        (2) (a) The commission       shall study and formulate recommendations concerning the salary levels for Utah state legislators.

      (d) The study shall       not include a review of the appropriate expense level of legislators.

     (2) The commission shall submit to each member of the Legislature, by January 2nd of each even-numbered year, recommendations concerning changes, if any, which should be made in the salary plan and its administration for state legislators. This recommendation shall include a recitation of the provisions of Section 36-2-3 .
      (3) (a) The commission shall study and provide a listing of options for providing defined contribution health care benefit plans for legislators. The study shall include an analysis of tax ramifications of each option.


    (b) The commission shall make a report and recommendations from the study required under Subsection (3)(a), to the Legislative Management Committee created under Section 36-12-6 no later than December 1, 2009.
