8 LONG TITLE
9 General Description:
10 This concurrent resolution of the Legislature and the Governor expresses support for
11 the Statue of Responsibility Monument and acknowledges Utah's historic role in its
12 creation as that of "Utah - Birth Place of the Statue of Responsibility".
13 Highlighted Provisions:
14 This resolution:
15 . expresses support for the creation of the Statue of Responsibility Monument, which
16 will firmly and boldly declare to our nation, and to the world, the sublime message
17 that with great liberty comes great responsibility;
18 . recognizes the state of Utah's claim to the honorable moniker as the "Birth Place of
19 the Statue of Responsibility"; and
20 . encourages concerned Utahns to assist in the building of what has been called "the
21 most compelling monument project to freedom of the 21st Century."

25 Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
26 WHEREAS, forty years ago, Holocaust survivor and author of "Man's Search for
27 Meaning", Dr. Viktor E. Frankl, declared that in order for freedom to endure generation after
28 generation, our liberties need to be lived in terms of responsibleness;
29 WHEREAS, Dr. Frankl then challenged America to create a Statue of Responsibility

30 on the West Coast to complement the message of the Statue of Liberty on the East Coast, and
31 that these two monuments would forever stand as visual reminders of the two principles,
32 liberty and responsibility, required to keep freedom's flame burning bright;
33 WHEREAS, for a nation to endure, at crucial times in its history, its core values must
34 be revisited, reenergized, and reenthroned;
35 WHEREAS, in 1997, internationally renowned Utah sculptor, Gary Lee Price, was
36 commissioned by the Statue of Responsibility Foundation to design the Statue of
37 Responsibility;
38 WHEREAS, Mr. Price's design was approved by the Statue of Responsibility
39 Foundation's Board of Trustees in 2005;
40 WHEREAS, the Statue of Responsibility Foundation has received over $700,000 of
41 in-kind donation support from over 20 Utah companies for the completion of the project's
42 initial phase, which was completed in 2008;
43 WHEREAS, Dr. Viktor Frankl's widow, Eleonore Frankl, along with other national and
44 international dignitaries, sits on the Statue of Responsibility Foundation's International Board
45 of Advisors;
46 WHEREAS, the Statue of Responsibility Foundation will begin its national public
47 relations campaign once the host city has been awarded;
48 WHEREAS, much of the $300 million cost to build the Statue of Responsibility
49 monument will be raised in the private sector by individuals, supportive non-profit
50 organizations, and public and private corporations;
51 WHEREAS, the Statue of Responsibility Foundation is in the process of determining
52 which potential host city on the West Coast will be chosen as the resting spot of the
53 monument, and details of the Statue of Responsibility Monument project can be seen on
54 www.SORfoundation.org;
55 WHEREAS, the Statue of Responsibility Foundation will gift to the state of Utah a
56 30-foot tall replica of the Statue of Responsibility to be located in an appropriate location in
57 the state so that visitors to Utah will be able to see and be reminded of the historic role Utah

58 played in the creation of this historic monument;
59 WHEREAS, the Statue of Responsibility Monument will become an educational and
60 tourism landmark, equal to the Statue of Liberty, and their combined messages will stand as
61 beacons of hope and lasting freedom to citizens of all nations;
62 WHEREAS, Utah will forever be able to lay claim to the moniker "Utah - Birth Place
63 of the Statue of Responsibility"; and
64 WHEREAS, the value of this moniker to the state of Utah will grow through the years
65 as millions of world visitors tour both the 300-foot tall monument on the West Coast and the
66 30-foot tall replica in Utah:
67 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah, the
68 Governor concurring therein, express support for the creation of the Statue of Responsibility
69 Monument.
70 BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
71 state of Utah's claim to the honorable moniker as "Utah - Birth Place of the Statue of
72 Responsibility."
73 BE IT FURTHER RESOLVED that the Legislature and the Governor encourage
74 concerned Utahns to assist in the building of what has been called "the most compelling
75 monument project to freedom of the 21st Century" in ways that are unique to our private
76 citizens and our corporate citizens.
77 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Statue of
78 Responsibility Foundation's organizational leaders, the Statue of Responsibility Foundation's
79 Board of Trustees, and to the members of Utah's congressional delegation.
