Rep. Frank called the meeting to order at 3:37 p.m.

MOTION:    Rep. Wiley moved to approve the minutes of the February 1, 2009 meeting. The motion passed unanimously with Rep. Mathis absent for the vote.

H.B. 262    Reporting to Appropriation Committees (Rep. R. Bigelow)

Rep. Bigelow explained the bill to the committee.

MOTION:    Rep. Wiley moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Mathis absent for the vote.

MOTION:    Rep. Wiley moved to place H.B. 262 on the Consent Calendar. The motion passed unanimously with Rep. Mathis absent for the vote.

Rep. Frank relinquished the chair to Rep. Aagard.

S.B. 18    Election Modifications (Sen. P. Knudson)

MOTION:    Rep. Frank moved to amend the bill as follows:

1.    Page 2, Lines 28 through 31 :    

             28          .    amends the provisions for being "legally entitled to vote" by amending the time
             29      period from "five business days" to
{   "five days"   }        the close of normal office hours on Monday       for a voter to present valid voter


             30
     identification to the county clerk after the election if the voter presented
             31      unsatisfactory voter identification to a poll worker when voting;

2.    Page 25, Lines 754 through 755 :    

             754          (iii) notify the voter that the voter will have
{   five days   }        until the close of normal office hours on Monday       after the day of the election to

             755      present valid voter identification:

3.    Page 26, Lines 800 through 801 :    

             800          (ii) The poll worker shall notify a voter casting a provisional ballot under Section
             801      20A-3-105.5 because of failure to present valid voter identification that the voter has
{   five days   }        until the close of normal office hours on Monday      


4.    Page 31, Lines 933 through 935 :    

             933          (B) the voter provides valid voter identification to the county clerk [within five
             934      business] or an election officer who is administering the election
{   within five days   }        by the close of normal office hours on Monday       after the date

             935      of the election.

The motion to amend the bill passed unanimously.

Rep. Frank explained the amended bill to the committee..

MOTION:    Rep. Frank moved to pass the bill with a favorable recommendation. The motion passed unanimously.
