Chair Bramble called the meeting to order at 8:14 A.M.
    
1.     1st Sub. H.B. 114 -- Disclosure of Donations to Higher Education Insitutions

    Rep. Wimmer introduced and explained the bill.

     MOTION: Sen. Dayton moved to pass 1st Sub. H.B. 114 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

MOTION: Sen. Dayton moved to approve the minutes of the February 18, 2010 meeting.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

2.     H.J.R 3 -- Joint Resolution on Teacher Performance Pay

    Rep. Poulson introduced and explained the resolution.

    JoDee Sunberg, Executive Committee Vice President, Utah School Boards Association;             

Larry Shumway, Superintendent, Utah State Office of Education; and Kim Campbell, President, Utah Education Association; spoke in favor of the resolution.
        
     MOTION: Sen. Morgan moved to pass H.J.R. 3 out of committee with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Morgan moved to place H.J.R. 3 on the Consent Calendar.

    The motion passed unanimously.
        
3.     1st Sub. H.B. 235 -- Child Support for Children in State Custody

    Rep. Harper introduced and explained the bill.

    Joyce Kinmont, Founder, LDS Home Education Association, spoke in favor of the bill.

    Jackie deGaston, Attorney, spoke to the bill.

     MOTION: Sen. Hillyard moved to pass 1st Sub. H.B. 235 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Hillyard and Jenkins absent for the vote.

4.     S.B. 54 -- Health Education Amendments

    Sen. Urquhart explained that he had prepared a substitute bill for S.B. 54.

MOTION: Sen. Jenkins moved to adjourn.

    The motion passed unanimously with Sen. Hillyard absent for the vote.

Chair Bramble adjourned the meeting at 8:51 A.M.
