Chair Buttars called the meeting to order at 8:09 a.m.

1.     MOTION: Sen. Christensen moved to approve minutes of the January 28, 2010 meeting.

    The motion passed unanimously with Sens. Adams, Hinkins, and Robles absent for the vote.

2.     SCR002 Reducing Prescription Drug Misuse Resolution (Jones)

     Sen. Jones presented the bill to the committee.

    Dwayne Woolley spoke in favor of the bill.

     MOTION: Sen. Jones moved to amend the bill as follows:
                    
1.    Page 2, Lines 55 through 57 :    

             55      http://www.medicationdisposal.utah.gov/disposal_locations_events.htm#hhhw, flushing the
             56      drugs down the sink or toilet
  only       when specifically instructed to do so on the prescription drug

3.     SCR004 Dental Health Professional Practice Act Amendments (Jones)

    Sen. Jones presented the bill to the committee.

    Ronald Mortensen spoke to the bill.

    Chet Loftis spoke in favor of the bill.

     MOTION: Sen. Christensen moved to pass S.C.R. 4 out of committee with a favorable recommendation.

    The motion passed unanimously with Sen. Adams absent for the vote.

4.     SB0090 Mental Health Professional Practice Ace Amendments (Hillyard)

    Sen. Hillyard presented the bill with the assistance of Emily Bleyl.

     MOTION: Sen. Christensen moved to amend S.B. 90 as follows:

1.    Page 7, Lines 192 through 196 :    

             192          
{   (iii) a bachelor's degree in sociology, psychology, family sciences, or other field

             193      approved by the division in collaboration with the Social Worker Licensing Board and also
             194      documentation of 2,000 hours of supervised social work activity approved by the division in
             195      collaboration with the board, which is performed after completing bachelor's degree
             196      requirements under this Subsection (4);  
}

             201          
{   (iv)   }        (iii)       a bachelor's degree in any field if the applicant:

             202          (A) except as provided in Subsection 58-60-205.2 (2), has completed at least three

{   credit   }        semester hours or four quarter       hours in each of the following areas:

             204          (I) social welfare policy;
             205          (II) human growth and development; and
             206          (III) social work practice methods

             211      completion of the requirements to obtain the bachelor's degree required under this Subsection
             212      (4); or

{   (v)   }        (iv)       successful completion of the first academic year of a Council on Social Work

             214      Education approved master's of social work curriculum and practicum; and

3.    Page 8, Lines 218 through 221 :    

             218          As a condition for renewal of a license under this part, a social service worker licensee
             219      shall, during each two-year licensure cycle, complete
{   20 hours of   } qualified continuing

             220      professional education, as defined by rule made in accordance with Title 63G, Chapter 3, Utah
             221      Administrative Rulemaking Act.

    The motion passed unanimously with Sen. Adams absent for the vote.

     MOTION: Sen. Hinkins moved to pass S.B. 90 out of committee with a favorable recommendation.

4.     HB0028 Controlled Substance Database Amendments (Daw)

    
Rep. Daw presented the bill to the committee.



     MOTION: Sen. Robles moved to pass H.B. 28 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Adams and Jones absent for the vote.

5.     HB0035S01 Controlled Substance Database - Reporting of Prescribed Controlled Substance Overdose or Poisoning (Daw)

    Rep. Daw presented the bill to the committee.

    Paul Rogers spoke in favor of the bill.

     MOTION: Sen. Hinkins moved to pass First Substitute H.B. 35 out of committee with a favorable recommendation.

    The motion passed unanimously with Sens. Adams and Jones absent for the vote.

6.     HB0038 Scheduling of Controlled Substances (Ray)

    Rep. Ray presented the bill to the committee.

    Lloyd Selleneit spoke in favor of the bill.

     MOTION: Sen. Hinkins moved to amend H.B. 38 as follows:

1.    Page 3, Line 69 :    

             69          (11) one
{   citizen of the state   }        naturopathic physician who is currently licensed and practicing in the state       , to be appointed by the governor.


    The motion passed unanimously with Sens. Adams and Jones absent for the vote.    

     MOTION: Sen. Christensen moved to pass HB 38 out of committee with a favorable recommendation.
