Senator Howard A. Stephenson proposes the following amendments:

1.    Page 1, Lines 12 through 13 :    

             12          .    
{   expands the membership of the State Board of Education by including a member of

             13      the State Charter School Board as a nonvoting member;  
}
  provides for nonvoting delegates to the State Board of Education;      


2.    Page 2, Lines 30 through 31 :

             31          53A-1a-502.5, as last amended by Laws of Utah 2009, Chapter 391

3.    Page 2, Lines 42 through 52 :    

             42          (2) (a) In addition to the members designated under Subsection (1), the following

  individuals       shall serve as nonvoting      {   members of   }        delegates to       the State Board of Education:

             44          (i) two members of the State Board of Regents, appointed by the chair of the State
             45      Board of Regents; [and]
             46          (ii) one member of the Utah College of Applied Technology Board of Trustees,
             47      appointed by the chair of the board of trustees[.]; and
             48          (iii) one member of the State Charter School Board, appointed by the chair of the State
             49      Charter School Board.
             50          (b) A nonvoting

      Section 2. Section 53A-1-202 is amended to read:      

     53A-1-202 .   Compensation for services --
{   Additional per diem   }        Per diem and travel expenses       -- Insurance -- Certified statements of expenses.


     (1)      {   Each   }        A       member of the State Board of Education shall receive $3,000 per year, payable monthly, as compensation for services      {   , in addition to necessary travel expenses   } .

     (2)
{   Each member may receive additional per diem compensation as established by the director of the Division of Finance   }        A member of, or delegate to, the State Board of Education may receive per diem and travel expenses       for attendance at meetings or activities related to      {   any   } business of the board, not to exceed 12 per year      {   .   }        , in accordance with:

    (a) Section 63A-3-106;
    (b) Section 63A-3-107; and
    (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and 63A-3-107.  

     (3)
{   Board members   }        A board member       may participate in      {   any   }        a       group insurance plan provided to employees of the State Office of Education as part of      {   their   }        the member's       compensation on the same basis as required for employee participation.

     (4) The state superintendent shall certify statements of actual and necessary travel expenses incurred by
{   board members   }        a member of, or delegate to, the State Board of Education       in attending board meetings or performing duties authorized by the board.
