             8      LONG TITLE
             9      General Description:
             10          This joint resolution of the Legislature requests that the United States Congress call a
             11      convention to propose a constitutional amendment providing that an increase in the
             12      federal debt requires approval from a majority of the legislatures of the separate states.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    applies to the United States Congress for a convention to be called to propose an
             16      amendment to the United States Constitution providing that an increase in the
             17      federal debt requires approval from a majority of the legislatures of the separate
             18      states;
             19          .    directs that the amendments convention must be entirely focused upon and
             20      exclusively limited to that subject;
             21          .    intends that the application be a continuing application until at least two-thirds of
             22      the legislatures of the separate states have made application for an equivalently
             23      limited convention; and
             24          .    strongly urges the presiding officers of each house of each legislature of the separate
             25      states to make application to the United States Congress as provided in this
             26      resolution.
             27      Special Clauses:

             30      Be it resolved by the Legislature of the state of Utah:
             31          WHEREAS, Article V of the United States Constitution provides authority for a
             32      convention to be called by the United States Congress for the purpose of proposing
             33      amendments to the Constitution upon application of two-thirds of the legislatures of the
             34      separate states; and
             35          WHEREAS, the Legislature of the state of Utah favors the proposal and ratification of
             36      an amendment to the United States Constitution providing that an increase in the federal debt
             37      requires approval from a majority of the legislatures of the separate states:
             38          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah,
             39      under Article V of the United States Constitution, respectfully applies for a convention to be
             40      called by the United States Congress for the purpose of proposing an amendment to the United
             41      States Constitution providing that an increase in the federal debt requires approval from a
             42      majority of the legislatures of the separate states.
             43          BE IT FURTHER RESOLVED that the amendments convention contemplated by this
             44      application must be focused entirely upon and exclusively limited to the subject matter of
             45      proposing for ratification an amendment to the Constitution of the United States providing that
             46      an increase in the federal debt requires approval from a majority of the legislatures of the
             47      separate states.
             48          BE IT FURTHER RESOLVED that the Legislature of the state of Utah intends that this
             49      application be a continuing application in accordance with Article V of the United States
             50      Constitution until at least two-thirds of the legislatures of the separate states have made
             51      application for an equivalently limited convention.
             52          BE IT FURTHER RESOLVED that the Legislature of the state of Utah strongly urges
             53      the presiding officers of each house of each legislature of the separate states to make
             54      application to the United States Congress for the calling of a convention as provided in this
             55      resolution.
             56          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
             57      the United States, the Speaker of the United States House of Representatives, the members of
             58      Utah's congressional delegation, and to the presiding officers of each house of the separate state


             59      legislatures.
