             8      LONG TITLE
             9      General Description:
             10          This joint resolution of the Legislature urges the United States Government to keep and
             11      honor the promises made to Utah in the state's Enabling Act.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    strongly urges the United States Government to keep and honor its promises as
             15      reflected in Utah's Enabling Act and urges the citizens of the state to petition the
             16      United States Government to place the state of Utah on an "equal footing" with
             17      eastern states;
             18          .    strongly urges Utahns to be self-sufficient in their energy, food, and economic
             19      needs; and
             20          .    invites all legal immigrants and citizens of the United States who want to be
             21      self-sufficient to come to Utah and assist the state in helping the United States
             22      Government to become self-sufficient.
             23      Special Clauses:
             24          None
             25     
             26      Be it resolved by the Legislature of the state of Utah:
             27          WHEREAS, roughly half of Utah's annual budget is allocated from the United States


             28      Government;
             29          WHEREAS, the United States is over $14,000,000,000,000 in debt and carries over
             30      $60,000,000,000,000 in unfunded liabilities;
             31          WHEREAS, current United States spending is unsustainable and reductions must take
             32      place;
             33          WHEREAS, Utah is an energy rich state, and could access those energy resources if the
             34      state could gain control of its public lands as Utah was originally entitled under Utah's
             35      Enabling Act;
             36          WHEREAS, the United States' dependence on foreign oil is a national security risk as
             37      well as a risk to the citizens of Utah;
             38          WHEREAS, as the Kaiparowits Plateau alone contains more than $1,000,000,000,000
             39      in natural resources and if sold, as promised in Utah's Enabling Act, would be worth in excess
             40      of $50,000,000,000;
             41          WHEREAS, these funds would more than pay for public education in Utah;
             42          WHEREAS, Utahns should insist that the promises made by the United States
             43      Government in Utah's Enabling Act be kept and honored so that Utah enjoys "equal footing"
             44      with the rest of the states, most particularly those in the east;
             45          WHEREAS, federal money flowing to Utah will most likely decrease in the future;
             46          WHEREAS, Utahns should become self-sufficient in their energy, food, and economic
             47      needs; and
             48          WHEREAS, all legal immigrants and citizens of the United States who want to be
             49      self-reliant are invited to Utah to assist the state in helping the United States Government to
             50      become self-sufficient:
             51          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             52      strongly urges the Federal Government to keep and honor its promises as reflected in Utah's
             53      Enabling Act and urges the citizens of the state to petition the United States Government to
             54      place the state of Utah on an "equal footing" with eastern states.
             55          BE IT FURTHER RESOLVED that the Legislature strongly urges Utahns to be
             56      self-sufficient in their energy, food, and economic needs.
             57          BE IT FURTHER RESOLVED that the Legislature invites all legal immigrants and
             58      citizens of the United States who want to be self-sufficient to come to Utah to assist the state in


             59      helping the United States to become self-sufficient.
             60          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of
             61      the United States, the Majority Leader of the United States Senate, the Speaker of the United
             62      States House of Representatives, and to the members of Utah's congressional delegation.
