Rep. Powell called the meeting to order at 8:05 a.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 23, 2011 meeting. The motion passed unanimously with Rep. Greenwood, Rep. Oda and Rep. Richardson absent for the vote.

H.B. 130    Election Day Voting Centers (Rep. R. Chavez-Houck)

Rep. Chavez-Houck introduced the bill to the committee, assisted by Pat Beckstead, Davis County Elections Director and Marilyn Gillette, Tooele County Clerk. Rep. Chavez-Houck distributed a handout on voting centers.

Spoke in favor of the bill: Arie Van De Graaff, Utah Association of Counties

MOTION:    Rep. Perry moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Perry moved to place H.B. 130 on the Consent Calendar. The motion passed unanimously.

H.B. 490    Utah State Flag Day Commemoration (Rep. Julie Fisher)

Rep. Julie Fisher introduced the bill to the committee.


MOTION:    Rep. Sagers moved to pass the bill with a favorable recommendation. The motion passed unanimously with Rep. Fisher absent for the vote.

MOTION:    Rep. Perry moved to place H.B. 490 on the Consent Calendar. The motion passed unanimously.

S.J.R. 13    Joint Resolution - Request for Proposals (Sen. H. Stephenson) (Rep. D. Butterfield)

Sen. Stephenson explained the bill to the committee.

MOTION:    Rep. Greenwood moved to pass the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Greenwood moved to place S.J.R. 13 on the Consent Calendar. The motion passed unanimously.

H.B. 280    State Agency Realignment (Rep. W. Harper)

MOTION:    Rep. Galvez moved to replace H.B. 280 with 1st Substitute H.B. 280. The motion passed unanimously.

3rd Sub. S.B. 113    Election District Boundaries (Sen. J. Valentine) (Rep. J. Dougall)

MOTION:    Rep. Greenwood moved to amend the bill as follows:

1.    Page 9, Lines 269 through 270 :    

             269          (ii) resubmit the corrected map and data to the lieutenant governor and to the
             270      Automated Geographic Reference Center for
{   review   } a new review under this Subsection (2).


The motion to amend the bill passed unanimously.
