Representative Wayne A. Harper proposes the following amendments:

1.    Page 15, Line 553:    After line 553 insert:
        "The Legislature intends that if nonlapsing funds are available
        the Department of Community and Culture may use up
        to $200,000 in the transition of the Office of Ethnic Affairs to
        an Ethnic Affairs Commission."
