             8      LONG TITLE
             9      General Description:
             10          This bill requires a school district to report on revenues and expenditures for each
             11      school within the school district.
             12      Highlighted Provisions:
             13          This bill:
             14          .    requires a school district to include a report on revenues and expenditures of each
             15      school within the school district in the school district's annual audited financial
             16      report;
             17          .    requires a school district to provide data on revenues and expenditures of each
             18      school within the school district through the Utah Public Finance Website;
             19          .    requires a school district and a charter school to submit data on revenues and
             20      expenditures of a school to the State Board of Education, which shall be compiled
             21      into a database for analyses of school revenues and expenditures; and
             22          .    requires the State Board of Education to make rules specifying the revenues and
             23      expenditures to be reported for each school.

             27          This bill takes effect on July 1, 2012.

             32      Be it enacted by the Legislature of the state of Utah:
             33          Section 1. Section 53A-3-404.5 is enacted to read:
             34          53A-3-404.5. School district reporting on revenues and expenditures for each
             35      school.
             36          (1) A school district shall identify and report on revenues and expenditures for each
             37      school within the school district.
             38          (2) A school district shall:
             39          (a) include a report on the revenues and expenditures of each school in the audited
             40      financial report prepared in accordance with Section 51-2a-201 ; and
             41          (b) in accordance with rules established under Section 63A-3-404 , provide data on
             42      revenues and expenditures of each school through the Utah Public Finance Website.
             43          (3) (a) A school district and a charter school shall submit data on the revenues and
             44      expenditures of each school to the State Board of Education.
             45          (b) The State Board of Education shall compile the data submitted under Subsection
             46      (3)(a) within a database so that the State Board of Education and others, upon request, may
             47      conduct analyses of school revenues and expenditures.
             48          (4) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
             49      State Board of Education shall make rules specifying:
             50          (a) the revenues and expenditures that a school district shall identify and report on for a
             51      school; and
             52          (b) procedures for submitting data to the State Board of Education as required by
             53      Subsection (3).
             54          (5) Rules adopted under Subsection (4)(a) shall require that expenditures for the
             55      following items be included in a report of school expenditures:
             56          (a) salaries, wages, and benefits of school personnel;
             57          (b) instructional materials, equipment, and supplies; and
             58          (c) utilities.


             59          Section 2. Effective date.
             60          This bill takes effect on July 1, 2012.
