             8      General Description:
             9          This rules resolution creates a House rule that limits the number of requests for
             10      legislation that each member of the House of Representatives may file during each
             11      general session of the Legislature.
             12      Highlighted Provisions:
             13          This resolution:
             14          .    places a limit on the number of requests for legislation that each member of the
             15      House of Representatives may file during a general legislative session;
             16          .    provides exceptions for abandoning and reassigning bills; and
             17          .    provides necessary procedures relating to the limitation.

             24      Be it resolved by the House of Representatives of the state of Utah:
             25          Section 1. HR2-5-102 is enacted to read:
             26     
CHAPTER 5. RULES GOVERNING REQUESTING

AND SPONSORING LEGISLATION


             28          HR2-5-102. Limits on Number of Requests for Legislation.
             29          (1) For each general session, a legislator may file no more than a total of five requests
             30      for legislation, except that the following bills shall not count toward the total:
             31          (a) a revisor's bill;
             32          (b) a sunset reauthorization;
             33          (c) a non-substantive recodification;
             34          (d) the following bills, if the bill is part of the standard legislative budget process:
             35          (i) an appropriations bill;
             36          (ii) a bill establishing or authorizing officer or employee compensation;
             37          (iii) the general obligation bond bill; or
             38          (iv) the revenue bond bill;
             39          (e) a bill that is required to amend statute in order to facilitate an appropriations bill
             40      that is routinely run as part of the standard legislative budget process; or
             41          (f) the master study resolution.
             42          (2) If a legislator abandons a request for legislation before the last day to file a request
             43      for legislation, that legislator may file an additional request for legislation even if that legislator
             44      had reached the maximum number of bill requests before abandoning the request.
             45          (3) (a) A legislator may assign a request for legislation to another legislator if the
             46      legislator to whom the legislation is being assigned:
             47          (i) agrees to the reassignment; and
             48          (ii) has not reached the maximum number of bill requests.
             49          (b) A legislator that has reassigned a request for legislation under Subsection (3)(a)
             50      may file an additional request for legislation even if that legislator had reached the request limit
             51      in Subsection (1) before the reassignment.
