             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor urges women ages 40
             11      years old and older to receive breast cancer screening once each year that, at a
             12      minimum, consists of a mammogram S. [ and urges that all insurance programs in the state
             13      of Utah provide breast cancer screening to include mammograms and other physician
             14      recommended screening tests, with minimum or no co-payments or out-of-pocket costs.

             15      Highlighted Provisions:
             16          This resolution:
             17          .    recognizes the importance of breast cancer screening and early detection of breast
             18      cancer through screening;
             19          .    urges women aged 40 and older to be annually screened for breast cancer including,
             20      at a minimum, a mammogram; S. and .S
             21          .    recognizes the importance of public programs that provide breast cancer screening
             22      to uninsured women who cannot afford to be screened S. [ ; and
             23          .    urges all insurance programs in the state of Utah to provide for breast cancer
             24      screening to include mammograms and other physician recommended screening
             25      tests, with minimum or no co-payments or out-of-pocket costs.

             29      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             30          WHEREAS, breast cancer is the leading cause of cancer death among Utah women;
             31          WHEREAS, it is estimated that in 2012 nearly 1,400 women will be diagnosed with
             32      breast cancer in Utah;
             33          WHEREAS, it is estimated that in 2012 nearly 40% of women in Utah diagnosed with
             34      breast cancer will be diagnosed at late stage;
             35          WHEREAS, it is estimated that in 2012 nearly 400 women in Utah diagnosed with
             36      breast cancer will die, in part due to late stage diagnosis;
             37          WHEREAS, it is estimated that in many cases the costs to treat breast cancer for many
             38      women in Utah will be 1,000% higher than for breast cancer diagnosed at early stage, in part
             39      due to late stage diagnosis;
             40          WHEREAS, breast cancer screening rates in Utah are regularly the lowest or among the
             41      lowest in the nation;
             42          WHEREAS, many women in Utah indicate that they choose not to be screened for
             43      breast cancer due to cost; and
             44          WHEREAS, clinical trials indicate that routine breast cancer screening can reduce
             45      breast cancer deaths and treatment costs:
             46          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             47      Governor concurring therein, recognize the importance of breast cancer screening and early
             48      detection of breast cancer through screening.
             49          BE IT FURTHER RESOLVED that the Legislature and the Governor encourage
             50      women aged 40 and older to be annually screened for breast cancer including, at a minimum, a
             51      mammogram.
             52          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize the
             53      importance of public programs that provide breast cancer screening to uninsured women who
             54      cannot afford to be screened.
             55           S. [ BE IT FURTHER RESOLVED that the Legislature and the Governor encourage all
             56      insurance programs in the state of Utah to provide for breast cancer screening to include
             57      mammograms and other physician recommended screening tests, with minimum or no
             58      co-payments or out-of-pocket costs.

         BE IT FURTHER RESOLVED that a copy of this resolution be sent to the American
             60      Medical Association, the Utah Medical Association, the Utah Hospital Association, the Utah
             61      Medical Insurance Association, the Utah Association of Independent Insurance Agents, and the
             62      Utah Insurance Department.
