             8      General Description:
             9          This joint resolution of the Legislature urges the Obama Administration to support
             10      Taiwan's meaningful participation in the United Nations as an observer.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    urges the Obama Administration to support Taiwan's meaningful participation as an
             14      observer in the United Nations' specialized agencies, programs, and conventions.
             15      Special Clauses:
             16          None

             18      Be it resolved by the Legislature of the state of Utah:
             19          WHEREAS, in May 2009, Taiwan's inclusion in the World Health Organization raised
             20      the possibility for Taiwan to be meaningfully involved in other United Nations' agencies,
             21      programs, and conventions;
             22          WHEREAS, the Taipei Flight Information Region, under the jurisdiction of the
             23      Government of Taiwan, covers an airspace of 176,000 square nautical miles and provides air
             24      traffic control services to over 1,350,000 flights annually;
             25          WHEREAS, Taiwan Taoyuan International Airport is recognized as the world's 8th
             26      largest airport by international cargo volume and number of international passengers;
             27          WHEREAS, exclusion from the International Civil Aviation Organization (ICAO)
             28      since 1971 has impeded the efforts of the Government of Taiwan to maintain civil aviation
             29      practice that comports with evolving international standards due to its inability to contact the


             30      ICAO for up-to-date information on aviation standards and norms in a timely manner;
             31          WHEREAS, the exclusion of Taiwan from the ICAO has prevented the ICAO from
             32      developing a truly global strategy to address security threats based on effective international
             33      cooperation; and
             34          WHEREAS, ICAO rules and existing practices have allowed for the meaningful
             35      participation of noncontracting nations, as well as other bodies, in its meetings and activities by
             36      granting observer status:
             37          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
             38      urges the Obama Administration to support Taiwan's meaningful participation as an observer in
             39      the United Nations' specialized agencies, programs, and conventions.
             40          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the president of
             41      the United States, the government of Taiwan, and the members of Utah's congressional
             42      delegation.
