             7      LONG TITLE
             8      General Description:
             9          This bill requires the State Board of Regents to provide for a college readiness
             10      assessment.
             11      Highlighted Provisions:
             12          This bill:
             13          .    directs the State Board of Regents to develop, or contract with an outside provider
             14      to develop, an assessment tool that:
             15              .     assesses students' readiness for higher education; and
             16              .    helps students identify weaknesses to remediate.
             17      Money Appropriated in this Bill:
             18          This bill appropriates:
             19          .    to the State Board of Regents - Education Excellence, as a one-time appropriation:
             20              .    from the Education Fund, $500,000.
             21      Other Special Clauses:
             22          This bill provides an effective date.
             23      Uncodified Material Affected:

             26      Be it enacted by the Legislature of the state of Utah:
             27          Section 1. College readiness assessment.


             28          (1) The State Board of Regents shall develop and implement an online assessment tool
             29      that:
             30          (a) assesses the readiness of high school students to succeed at credit-granting public
             31      institutions of higher education in the state; and
             32          (b) provides modules with individualized curricula and adaptive instruction for a
             33      student using the assessment tool, in order for the student to remediate weaknesses identified
             34      by the assessment tool.
             35          (2) The State Board of Regents may:
             36          (a) develop the assessment tool described in Subsection (1); or
             37          (b) contract, through a request for proposals, with an outside provider to provide the
             38      assessment tool described in Subsection (1).
             39          Section 2. Appropriation.
             40          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             41      following sums of money are appropriated from resources not otherwise appropriated, or
             42      reduced from amounts previously appropriated, out of the funds or accounts indicated for the
             43      fiscal year beginning July 1, 2012 and ending June 30, 2013. These are additions to any
             44      amounts previously appropriated for fiscal year 2013.

             47              Schedule of Programs:
             48              College Readiness Assessment            $500,000
             49          Section 3. Effective date.
             50          (1) Except as provided in Subsection (2), this bill takes effect on May 8, 2012.
             51          (2) Uncodified Section 2, Appropriation, takes effect on July 1, 2012.
