Chair Dunnigan called the meeting to order at 4:40 p.m.

MOTION:    Rep. Kiser moved to approve the minutes of the February 17, 2012 meeting. The motion passed unanimously with Rep. Doughty, Rep. Last, Rep. Morley, and Rep. Wiley absent for the vote.

H.B. 440    Surveyor Licensing Amendments (Rep. V. Peterson)

MOTION:    
Rep. Kiser moved to amend H.B. 440 as follows:

1.    Page 3, Lines 71 through 76 :    

             71          [(d) (i)] (ii) have graduated and received an [associates, bachelors, or masters]
             72      associate's degree from a land surveying program[, or an equivalent land surveying program,
             73      such as a program offered by the Utah College of Applied Technology as approved by the State
             74      Board of Regents, established by rule by the division in collaboration with the board],
{   and   }

             75      [have] successfully completed a program of qualifying experience in land surveying
  ,

and met the requirements described in Subsections (3)(a), (b), (c), and (e)      


             76      [established by rule by the division in collaboration with the board], before July 1, 2020; [or]

The motion passed unanimously with Rep. Doughty, Rep. Last, Rep. Morley, and Rep. Wiley absent for the vote.

Rep. Peterson explained the bill to the committee assisted by Von Hill, professional surveyor, and Walter Cunningham, Salt Lake Community College surveying instructor.

MOTION:    Rep. Bird moved to proceed to the next item on the agenda. The motion passed unanimously with Rep. Last and Rep. Morley absent for the vote.

S.B. 52    Workers' Compensation Act Amendments (Sen. S. Urquhart)

Sen. Urquhart explained the bill to the committee. Dennis Lloyd from Workers Compensation Fund assisted by answering questions.

Spoke to the bill:    Alan Hennebold, Utah Labor Commission

MOTION:    Rep. Ipson moved to transmit S.B. 52 with a favorable recommendation. The motion passed with Rep. Bird voting in opposition and Rep. Last absent for the vote.

H.B. 350    Payroll Deduction Amendments (Rep. B. Daw)

MOTION:    
Rep. Kiser moved to replace 1st Substitute H.B. 350 with 2nd Substitute H.B. 350. The motion passed unanimously with Rep. Last absent for the vote.

Rep. Daw explained the bill to the committee.

MOTION:    Rep. Doughty moved to transmit 2nd Substitute H.B. 350 with a favorable recommendation


SUBSTITUTE MOTION:    Rep. Ipson moved to amend 2nd Sub. H.B. 350 as follows:

Page 2        Line 47    after "may" insert "not"

Page 2        Line 48    after "dues"insert "."

Page 2        Line 48    after "dues."delete the rest of line 48, and delete lines 49 and 50

The substitute motion failed with Rep. Bird, Rep. Froerer, Rep. Ipson, Rep. Morley, and Rep. Webb voting in favor and Rep. Kiser and Rep. Wilson absent for the vote.

SUBSTITUTE MOTION:    Rep. Duckworth moved to adjourn. The motion failed with Rep. Duckworth, Rep. Ipson, and Rep. Morley voting in favor and Rep. Kiser and Rep. Wilson absent for the vote.

The original motion to transmit 2nd Substitute H.B. 350 with a favorable recommendation passed with Rep. Bird, Rep. Duckworth, Rep. Froerer, Rep. Ipson, and Rep. Morley voting in opposition and Rep. Kiser and Rep. Wilson absent for the vote.

MOTION:    Rep. Duckworth moved to adjourn. The motion passed unanimously with Rep. Kiser and Rep. Wilson absent for the vote.

Chair Dunnigan adjourned the meeting at 6:05 p.m.
