Chair Ray called the meeting to order at 2:25 p.m.

H.B. 357    Guardian Ad Litem Amendments (Rep. L. Christensen)

Rep. Christensen presented the bill to the committee.

MOTION:    Rep. Watkins moved to amend the bill as follows:


1.    Page 1, Line 10 :    

             10     
{   78A   }        78B       , Chapter 7,      {   Justice Court   }        Protective Orders       , and Title 78B, Chapter 15, Utah Uniform Parentage Act,


2.    Page 9, Lines 268 through 269 :    

             268      attorney guardian ad litem.
  (18) Any savings that result from assigning a private attorney guardian ad litem in a district court case, instead of a guardian ad litem from the Office of Guardian ad Litem, shall be applied to the Office of Guardian ad Litem to reduce caseloads and improve current practices.      

             269          Section 5. Section 78B-3-102 is amended to read:

3.    Page 14, Lines 409 through 410 :    

             409          (4) The court may appoint [an] a private attorney guardian ad litem
{   , as provided in   }        under      

             410      Section 78A-2-228
{   ,   }        for district court cases, or the Office of Guardian ad Litem for juvenile court cases under Section 78A-6-902,       for the child who is the subject of the petition.

1st Sub. H.B. 308    Parental Rights of Biological Fathers (Rep. C. Watkins)

Rep. Watkins presented the bill to the committee.

Rep. Watkins moved to replace H.B. 308 with 1st Substitute H.B. 308. The motion passed unanimously with Rep. Cosgrove and Rep. Daw absent for the vote.

H.B. 272    Pilot Program for Coverage for Autism Spectrum Disorders (Rep. R. Menlove)

Rep. Menlove presented the bill to the committee.

MOTION:    Rep. Menlove moved to replace H.B. 272 with 3rd Substitute H.B. 272. The motion passed unanimously, with Rep. McCay and Rep. Watkins absent for the vote.

MOTION:    Rep. Menlove moved to amend the bill as follows:

1.    Page 11, Lines 319 through 320 :    

             319          (i) diagnosis of autism spectrum disorder by a physician or qualified mental health
             320      professional, and the development of a treatment plan;
  and      


2.    Page 11, Line 327 :    

             327          (d) a $250 annual deductible that is separate from the annual medical deductible;
  and      


The motion passed unanimously, with Rep. McCay and Rep. Watkins absent for the vote.
