Rep. Greenwood called the meeting to order at 4:07 p.m.

MOTION:    Rep. Frank moved to approve the minutes of the January 30, 2012 meeting. The motion passed unanimously, with Rep. Hughes and Rep. McCay absent for the vote.

H.B. 79    Enticing a Minor Amendments (Rep. R. C. Webb)

Rep. Webb introduced and explained the bill to the committee.

MOTION:    Rep. Ipson moved to return the bill to the Rules Committee with a recommendation for interim study. The motion passed unanimously, with Rep. Seelig absent for the vote.

H.B. 257    Controlled Substance Database Amendments (Rep. B. Daw)

MOTION:    Rep. Arent moved to adopt 1st Substitute H.B. 257. The motion passed unanimously.

MOTION:    Rep. Arent moved to pass the bill out favorably. The motion passed unanimously.


H.B. 88    Custody Amendments (Rep. R. Wilcox)

Rep. Wilcox introduced and explained the bill to the committee with the assistance of Ms. Julie Anderson, citizen.

MOTION:    Rep. Oda moved to amend the bill as follows:

1.    Page 1, Lines 11 through 13 :    

             11          This bill:
             12          .    adds to the divorce statute a statement that the court may not discriminate against a
             13      parent based on age, race,
  color, national origin,       religious preference, or gender when deciding custody.


2.    Page 2, Lines 29 through 30 :    

             29          (a) In determining any form of custody, the court may not discriminate against a parent
             30      due to gender, race,
  color, national origin,       religious preference, or age, but shall consider the best interests of the child


The motion to amend passed unanimously.
