Rep. Dougall called the meeting to order at 3:28 p.m.

H.B. 31    Taxes and Fees on Emergency Medical Aircraft (Rep. P. Painter)

Rep. Painter introduced the bill to the committee.

MOTION:    Rep. Painter moved to amend the bill as follows:


1.    Page 1, Lines 18 through 19 :    

             18      Other Special Clauses:
             19          This bill
{   takes effect on January 1, 2013.   }        provides an immediate effective date.

This bill has retrospective operation to January 1, 2012.  




2.    Page 4, Lines 92 through 93 :    

             92          Section 2. Effective date.
  (1) If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution,

Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.  

             93

MOTION:    Rep. Newbold moved to pass the bill out favorably. The motion passed, with Rep. Dougall, Rep. Gibson, Rep. Harper, Rep. King, and Rep. Butterfield voting in opposition. Rep. Brown and Rep. Briscoe were absent for the vote.

Rep. Dougall relinquished the chair to Chair Painter.

H.B. 35    Extension of Recycling Market Development Zone Tax Credits (Rep. W. Harper)

MOTION:    Rep. Barlow moved to pass the bill out favorably. The motion passed with Rep. Briscoe, Rep. Cosgrove, Rep. Duckworth, Rep. King, and Rep. Nielson voting in opposition. Rep. Brown, Rep. Froerer, Rep. Harper, and Rep. Newbold were absent for the vote.
