Sen. Van Tassell assumed the Committee Chair and called the meeting to order at 2:34 p.m.

Approval of Minutes

MOTION:    
Sen. Davis moved to approve minutes of the February 1, 2012, meeting.     The motion passed unanimously with Sens Bramble and Urquhart absent for the vote.

H.B. 280    Foreclosure Notice Provisions on Residential Rental Property (Rep. W. Harper)

Rep. Harper introduced and explained the bill.

MOTION: Sen. Mayne moved to transmit H.B. 280 with a favorable recommendation. The         motion passed unanimously with Sens. Bramble and Urquhart absent for         the vote.

MOTION: Sen. Davis moved that H.B. 280 be placed on the Consent Calendar. The motion         passed unanimously with Sens. Bramble and Urquhart absent for the vote.

S.B. 144    Immigration Consultants (Sen. L. Robles)

Sen. Robles introduced and explained the bill and answered questions from the committee.

MOTION: Sen. Davis moved to transmit S.B. 144 with a favorable recommendation. The         motion passed with Sens. Davis, Hinkins, Mayne, Van Tassell and Weiler voting         in favor of the bill and Sens. Bramble and Urquhart voting in opposition.

1st Sub. H.B. 39 Amendment to Utah Optometry Practice Act (J. Dunnigan)

MOTION:
Sen.Weiler moved to adopt 2nt Sub. H.B. 39. The motion passed unanimously.

Rep. Dunnigan introduced and explained the bill.

MOTION: Sen. Davis moved to amend the bill as follows:

1.    Page 1, Line 16 :    

             16          .    authorizes an optometrist
  or physician       to designate the expiration date for an ophthalmic lens


2.    Page 4, Line 113 :    

             113          (a) for ophthalmic lenses which does not expire unless the optometrist
  or physician       includes an

The motion passed unanimously.

H.B. 73    Preneed Funeral Insurance Filings (Rep. S. Barlow)

Sen. Weiler introduced and explained the bill on behalf of Rep. Barlow.

MOTION: Sen. Bramble moved to transmit H.B. 73 with a favorable recommendation. The         motion passed unanimously.

MOTION: Sen. Weiler moved that H.B. 73 be placed on the Consent Calendar. The motion         passed unanimously.



MOTION:    Sen. Davis moved to adjourn. The motion passed unanimously. Acting Committee Chair Van Tassell adjourned the meeting at 3:00 p.m.
