Sen. Stephenson called the meeting to order at 7:07 am.

Approval of Minutes

MOTION:    Sen. Thatcher moved to approve the minutes of the February 29, 2012 meeting. The motion passed unanimously with Sen. Morgan and Sen. Niederhauser absent for the vote.

S.B. 216    Digital Safety for Utah Secondary Schools (Sen. A. Osmond)

Sen. Osmond introduced and explained the bill.

Spoke for the bill:    Mrs. Jackie Leavitt, Chair, iKeepSafe

Spoke against the bill:    Mr. Peter Cannon, Member (speaking for himself), Davis School District     Board of Education

Spoke to the bill:    Dr. Larry Shumway, State Superintendent of Public Instruction

MOTION:
    Sen. Thatcher moved to pass the S.B. 216 out favorably. The motion passed unanimously with Sen. Niederhauser absent for the vote.

S.B. 217    Math Materials Access Improvement Grant (Sen. A. Osmond)

Spoke for the bill:    Dr. Jeffrey Humpherys, Associate Professor, Brigham Young University                 Department of Mathematics



MOTION:    Sen. Morgan moved to pass S.B. 217 out favorably with an amendment as follows:

1.    Page 2, Line 36 :    

             36      Core standards, the board
  shall       develop mathematics textbooks.


        The motion passed unanimously with Sen. Niederhauser absent for the vote.

Sen. Stephenson relinquished the Chair to Sen. Osmond.

S.B. 248    Smart School Technology Act (Sen. J. Stevenson)

Sen. Stevenson introduced and explained the bill.

Spoke against the bill:    Mr. Peter Cannon, Member (speaking for himself), Davis School District     Board of Education

MOTION:     Sen. Stephenson moved to pass S.B. 248 out favorably. The motion passed unanimously.

S.B. 174    Land Use Authority Amendments (Sen. W. Niederhauser)

Sen. Niederhauser introduced and explained the bill.

Spoke for the bill:    Mr. Mike Brown, Citizen

MOTION:    Sen. J. Stevenson moved to pass S.B. 174 out favorably. The motion passed unanimously.

Discussion of letters from the State Board of Education relative to S.C.R. 13, Concurrent Resolution on Common Core Standards.

State Superintendent Larry Shumway introduced, read, and explained the letters relative to S.C.R. 13.



MOTION:     Sen. H. Stephenson moved to adjourn. The motion passed unanimously.

Chair Osmond adjourned the meeting at 8:28 am.
