MINUTES OF THE SENATE GOVERNMENT OPERATIONS &

POLITICAL SUBDIVISIONS STANDING COMMITTEE

Chair Knudson called the meeting to order at 2:10 p.m.

Chair Knudson announced that S.B. 136 and S.B. 159 would not be heard today.

Approval of Minutes

MOTION:    
Sen. Dayton moved to approve the minutes of the February 1, 2012 meeting.     The motion passed unanimously with Sen. Jenkins absent for the vote.

S.B. 49    Military Installation Development Authority Amendments (Sen. J. Stevenson)

MOTION:    Sen. Dayton moved to amend the bill as follows:


1.    Page 1, Line 25 :    

             25          
{   None   }        This bill provides an immediate effective date.      


2.    Page 6, Line 163 :    

             163      to the project area shall be final and conclusive.
      Section 4. Effective date.

    If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.  



The motion passed unanimously with Sen. Jenkins absent for the vote.

Sen. Stevenson presented and explained the amended bill.

MOTION:    Sen. Jenkins moved to pass the bill out favorably. The motion passed unanimously.


S.B. 150    Local and Special Service District Amendments (Sen. J. Stevenson)

Spoke to the bill:    Mr. LeGrand Bitter, Director, Utah Association of Special Districts
            Mark Anderson, General Counsel, Utah Association of Special Districts

MOTION:    Sen. Thatcher moved to pass the bill out favorably. The motion passed unanimously.

S.B. 155    Transition for Repealed Navajo Trust Fund Act (Sen. D. Hinkins)

Sen. Hinkins presented and explained this bill.

MOTION:    Sen. Robles moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Sen. Dayton moved to place the bill on the consent calendar. The motion passed unanimously.

S.B. 51    Statewide Nondiscrimination Protection Amendments (Sen. B. McAdams)

Sen. McAdams presented and explained this bill.

SUBSTITUTE MOTION:    Sen. Jenkins moved to table the bill. The motion passed with Sen. Robles and Sen. Anderson voting in opposition.


S.B. 156    Elected Official Retirement Benefits Amendments (Sen. J. Valentine)

Sen. Valentine presented and explained this bill.
            
MOTION:    Sen. Dayton moved to pass the bill out favorably. The motion passed, with Sen. Jenkins voting in opposition.

MOTION:    Sen. Dayton moved to adjourn. The motion passed unanimously. Sen. Knudson adjourned the meeting at 4:08 .
