Chair Madsen called the meeting to order at 4:06 p.m.

MOTION:    Sen. McAdams moved to approve the minutes of the February 9, 2012 meeting. The motion passed unanimously with Sen. Romero, Pres. Waddoups and Sen. Weiler absent for the vote.
    
S.B. 210    Process Server Amendments (Sen. S. Urquhart)
    
MOTION:    Sen. Urquhart moved to amend S.B. 210 as follows:

1.    Page 1, Lines 26 through 27 :    

             26          (1) Complaints, summonses,
{   supplemental orders, writs of garnishment, garnishee

             27      orders, notices,  
}
and subpoenas may be served by any person 18 years of age or older at the time

        The motion passed unanimously with Sen. Weiler absent for the vote.

Sen. Urquhart introduced and explained the bill.

Spoke against the bill:    John Udy, Owner, Udy's Process Server                

MOTION:    Sen. McAdams moved to pass S.B. 210 out favorably. The motion passed unanimously.            


H.B. 14    Civil Commitment Amendments (Rep. B. Daw)

Rep. Daw introduced and explained the bill

MOTION:    Sen. Urquhart moved to pass H.B. 14 out favorably. The motion passed with Sen. McAdams and Sen. Romero voting in opposition.

H.B. 13    Offender Registry Review (Rep. J. Draxler)

Rep. Draxler introduced and explained the bill.

Spoke in opposition to the bill:    Cherie Rawlings, Citizen
Spoke in favor of the bill:        Ron Gordon, Executive Director, Utah Commission on Criminal and Juvenile Justice (CCJJ)

MOTION:    Sen. Romero moved to pass H.B. 13 out favorably. The motion passed unanimously with Pres. Waddoups absent for the vote.

H.B. 277    Graffiti Paraphernalia (Rep. J. Nielson)

Rep. Nielson introduced and explained the bill.

MOTION:    Sen. Weiler moved to pass H.B. 277 out favorably. The motion passed unanimously with Pres. Waddoups absent for the vote.

MOTION:    Sen. Romero moved to adjourn the meeting. The motion passed unanimously, with Sen. Pres. Waddoups absent for the vote.

Chair Madsen adjourned the meeting at 4:47 p.m.
