         HEALTH INSURANCE MANDATE ACCOUNTABILITY AMENDMENTS

Senate Floor Amendments

Senator Aaron Osmond proposes the following amendments:

1.    Page 1, Line 19 :    

             19      and state funded institutions of higher education;
 

    .    requires the state to include comparative historical data from other
        states as the basis of calculating the cost of the proposed mandate;  


2.    Page 3, Line 87 through Page 4, Line 88 :    

             87          (i) determine the cost to the entity of implementing the insurance mandate;
{   and   }       

    (ii) ensure that the analysis of the cost of implementing the insurance mandate considers the comparative historical actual costs that the proposed mandate had on health insurance premiums, employers, and employees in states that have passed a mandate that is substantially similar to the insurance mandate being proposed in Utah;
    (iii) if the analysis does not include the information required in Subsection (3)(c)(i), state the reasons why the analysis does not include the information;
    (iv) report the determination made in Subsections (3)(c)(i) through (iii) to the Legislature; and
