             8      LONG TITLE
             9      General Description:
             10          This bill amends provisions relating to emergency medical service vehicle operator
             11      training requirements.
             12      Highlighted Provisions:
             13          This bill:
             14          .    provides that beginning on or after January 31, 2014, every operator of an
             15      emergency medical service vehicle shall annually provide proof of the successful
             16      completion of an emergency vehicle operator's course approved by the Department
             17      of Health to be eligible for an emergency medical service vehicle permit;
             18          .    grants the Department of Health rulemaking authority to approve an emergency
             19      vehicle operator's course; and
             20          .    makes technical corrections.

             30      Be it enacted by the Legislature of the state of Utah:
             31          Section 1. Section 26-8a-105 is amended to read:
             32           26-8a-105. Department powers.
             33          The department shall:
             34          (1) coordinate the emergency medical services within the state;
             35          (2) administer this chapter and the rules established pursuant to it;
             36          (3) establish a voluntary task force representing a diversity of emergency medical
             37      service providers to advise the department and the committee on rules; and
             38          (4) adopt rules in accordance with Title 63G, Chapter 3, Utah Administrative
             39      Rulemaking Act, to:
             40          (a) license ambulance providers and paramedic providers;
             41          (b) permit ambulances and emergency medical response vehicles, including approving
             42      an emergency vehicle operator's course in accordance with Section 26-8a-304 ;
             43          (c) establish application, submission, and procedural requirements for licenses,
             44      designations, certificates, and permits; and
             45          (d) establish and implement the programs, plans, and responsibilities as specified in
             46      other sections of this chapter.
             47          Section 2. Section 26-8a-304 is amended to read:
             48           26-8a-304. Permits for emergency medical service vehicles.
             49          (1) (a) To ensure that emergency medical service vehicles are adequately staffed, safe,
             50      maintained, [and] properly equipped, and safely operated, the committee shall establish permit
             51      requirements at levels it considers appropriate in the following categories:
             52          [(a)] (i) ambulance; and
             53          [(b)] (ii) emergency medical response vehicle.
             54          (b) The permit requirements under this Subsection (1) shall include a requirement that
             55      beginning on or after January 31, 2014, every operator of an ambulance or emergency medical
             56      response vehicle annually provide proof of the successful completion of an emergency vehicle
             57      operator's course approved by the department for all ambulances and emergency medical


             58      response vehicle operators.
             59          (2) The department shall, based on the requirements established in Subsection (1),
             60      issue permits to emergency medical service vehicles.
