7 LONG TITLE
8 General Description:
9 This bill modifies the Lobbyist Disclosure and Regulation Act by providing regulations
10 for engaging a lobbyist by a governmental entity.
11 Highlighted Provisions:
12 This bill:
13 . defines terms; and
14 . prohibits a governmental entity from using public funds to engage a lobbyist to
15 influence the action of a public official.

24 Be it enacted by the Legislature of the state of Utah:
25 Section 1. Section 36-11-501 is enacted to read:
26 Part 5. Public Funds Regulations for Hiring a Lobbyist
27 36-11-501. Public funds to hire a lobbyist prohibited.

28 (1) As used in this section:
29 (a) "Governmental entity" means:
30 (i) an entity that is part of the executive or judicial branch of state government; or
31 (ii) a political subdivision or an entity that is part of a political subdivision.
32 (b) "Public funds" is as defined in Section 51-7-3 .
33 (c) "Public official" is as defined in Section 20A-11-1202 .
34 (2) A governmental entity may not use public funds to hire, contract, or otherwise
35 engage a lobbyist for the purpose of influencing the action of a public official.
