8 LONG TITLE
9 General Description:
10 This bill revises a provision dealing with reports submitted to the Legislature or
11 governor.
12 Highlighted Provisions:
13 This bill:
14 . repeals and reenacts a provision dealing with the method of submitting reports to
15 the Legislature and governor;
16 . requires a governmental entity submitting a report to the Legislature, a legislative
17 committee, or the governor to:
18 . submit the report and, if the report exceeds a specified length, a summary of the
19 report electronically;
20 . provide a printed copy of the report, but only as requested; and
21 . provide the report and summary electronically to others; and
22 . provides that these requirements supersede other statutory provisions specifying the
23 manner of a governmental entity submitting a report to the Legislature, a legislative
24 committee, or the governor.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 68-3-14 is repealed and reenacted to read:
35 68-3-14. Submitting governmental reports to the Legislature or governor --
36 Superseding other statutory submission requirements.
37 (1) As used in this section:
38 (a) "Governmental entity" means:
39 (i) the state or any department, division, agency, or other instrumentality of the state; or
40 (ii) a political subdivision of the state.
41 (b) "Governmental report" means:
42 (i) a written annual or other report that a governmental entity is required by statute to
43 submit to:
44 (A) the Legislature or a legislative committee;
45 (B) the governor; or
46 (C) both the Legislature or a legislative committee and the governor; or
47 (ii) a written report that a governmental entity submits to the Legislature, a legislative
48 committee, or the governor without a statutory requirement to do so.
49 (c) "Legislative committee" means a standing, interim, or other committee of the
50 Legislature.
51 (2) In order to submit a governmental report to the Legislature, a legislative committee,
52 or the governor, a governmental entity shall:
53 (a) electronically submit the report and, if the report is more than three pages in length,
54 a brief summary of the report to:
55 (i) each member of the Legislature, if the governmental entity submits the report to the
56 Legislature;
57 (ii) each member of the legislative committee, if the governmental entity submits the
58 report to a legislative committee; and
59 (iii) the governor, if the governmental entity submits the report to the governor;
60 (b) provide a printed copy of the report to each member of the Legislature who requests
61 a printed copy, but only if one or more members request a copy and only to the one or more
62 members who request a copy;
63 (c) provide a printed copy of the report to the governor, but only if the governor
64 requests a printed copy;
65 (d) (i) post an electronic copy of the report on the state's Internet web site, if the
66 governmental entity is the state or a department, division, agency, or other instrumentality of
67 the state; or
68 (ii) post an electronic copy of the report on the Internet web site of the governmental
69 entity, if the governmental entity is a political subdivision that has an Internet web site; and
70 (e) submit an electronic copy of the report and, if applicable, summary of the report to
71 the director of the Office of Legislative Research and General Counsel, if the governmental
72 entity submits the report to the Legislature.
73 (3) Subsection (2) supersedes any other statutory provision specifying the manner of a
74 governmental entity submitting a governmental report to the Legislature, a legislative
75 committee, or the governor.
