8 General Description:
9 This bill amends provisions relating to codes affecting buildings.
10 Highlighted Provisions:
11 This bill:
12 . updates the versions of various construction codes incorporated into code by
13 reference;
14 . reinstates a chapter of the International Residential Code and deletes provisions that
15 replaced that chapter; and
16 . modifies provisions of the International Energy Conservation Code relating to:
17 . ratings of windows, doors, and skylights;
18 . permissible log walls; and
19 . thermal envelope inspection and testing.

30 Be it enacted by the Legislature of the state of Utah:
31 Section 1. Section 15A-2-103 is amended to read:
32 15A-2-103. Specific editions adopted of construction code of a nationally
33 recognized code authority.
34 (1) Subject to the other provisions of this part, the following construction codes are
35 incorporated by reference, and together with the amendments specified in Chapter 3, Part 3,
36 Statewide Amendments to International Plumbing Code, and Chapter 4, Local Amendments
37 Incorporated as Part of State Construction Code, are the construction standards to be applied to
38 building construction, alteration, remodeling, and repair, and in the regulation of building
39 construction, alteration, remodeling, and repair in the state:
40 (a) the [
41 issued by the International Code Council;
42 (b) the [
43 International Code Council;
44 (c) the [
45 International Code Council;
46 (d) the [
47 International Code Council;
48 (e) the [
49 International Code Council;
50 (f) the 2011 edition of the National Electrical Code, issued by the National Fire
51 Protection Association;
52 (g) the [
53 the International Code Council;
54 (h) subject to Subsection 15A-2-104 (2), the HUD Code;
55 (i) subject to Subsection 15A-2-104 (1), Appendix E of the [
56 International Residential Code, issued by the International Code Council; and
57 (j) subject to Subsection 15A-2-104 (1), the 2005 edition of the NFPA 225 Model
58 Manufactured Home Installation Standard, issued by the National Fire Protection Association.
59 (2) Consistent with Title 65A, Chapter 8, Management of Forest Lands and Fire
60 Control, the Legislature adopts the 2006 edition of the Utah Wildland Urban Interface Code,
61 issued by the International Code Council, with the alternatives or amendments approved by the
62 Utah Division of Forestry, as a construction code that may be adopted by a local compliance
63 agency by local ordinance or other similar action as a local amendment to the codes listed in
64 this section.
65 Section 2. Section 15A-3-203 is amended to read:
66 15A-3-203. Amendments to Chapters 6 through 15 of IRC.
67 (1) IRC, Sections R612.2 through R612.4.2, are deleted.

73 Section 3. Section 15A-3-701 is amended to read:
74 15A-3-701. General provision.
75 The following [
76 applicable statewide[
77 (1) in IECC, Section C303.1.3:
78 (a) the following is added at the end of the second sentence before the period: "or, for a
79 site-built fenestration product, shall be assigned the system U-factor stated in the
80 manufacturer's documentation, if the manufacturer has produced documentation of the
81 applicable system U-factor"; and
82 (b) the following is added at the end of the fourth sentence before the period: "or, for a
83 site-built fenestration product, shall be assigned the system SHGC stated in the manufacturer's
84 documentation, if the manufacturer has produced documentation of the applicable system
85 SHGC";
86 (2) the following is added as footnote j to IECC Table R402.1.1: "Log walls complying
87 with ICC400 and with a minimum average wall thickness of 5" or greater shall be permitted in
88 Zones 5-8 when overall window glazing is .31 U-factor or lower, minimum heating equipment
89 efficiency is 90 AFUE (gas) or 84 AFUE (oil), and all other component requirements are met.";
90 (3) in IECC, Section R402.4.1.1, the second sentence is deleted;
91 (4) in IECC, Section R402.4.1.2:
92 (a) the following is added to the first sentence after the words "shall be": "field verified
93 visually with a building code official or"; and
94 (b) the remainder of the first sentence after "not exceeding" is deleted and replaced
95 with "7 air changes per hour"; and
96 (5) in IECC, Section 504.4, a new exception is added as follows: "Exception: Heat
97 traps, other than the arrangement of piping and fittings, shall be prohibited unless a means of
98 controlling thermal expansion can be ensured as required in the IPC Section 607.3."
