7 LONG TITLE
8 General Description:
9 This bill modifies the Public Transit District Act by creating a pilot program providing
10 free monthly passes in certain months to reduce air pollution.
11 Highlighted Provisions:
12 This bill:
13 . requires a public transit district with more than 200,000 people residing within the
14 boundaries of the public transit district to establish a pilot program allowing
15 individuals purchasing a monthly transit pass to obtain the monthly transit pass at
16 no cost during the months of January and July to encourage individuals to ride
17 public transit and reduce air pollution; and
18 . provides that a public transit district with more than 200,000 people residing within
19 the boundaries of the public transit district may allow for free fare or may impose a
20 fare for single-trip and day passes during the pilot program.
21 Money Appropriated in this Bill:
22 This bill appropriates in fiscal year 2014:
23 . to the Department of Transportation - Support Services, as a one-time
24 appropriation:
25 . from the Transportation Investment Fund of 2005, $6,000,000 to pay for the
26 pilot program providing free monthly passes to reduce air pollution.
27 Other Special Clauses:
28 This bill takes effect on July 1, 2013.

33 Be it enacted by the Legislature of the state of Utah:
34 Section 1. Section 17B-2a-815.5 is enacted to read:
35 17B-2a-815.5. Pilot program providing free monthly passes to reduce air
36 pollution.
37 (1) Beginning on January 1, 2014, and ending on December 31, 2014, a public transit
38 district with more than 200,000 people residing within the boundaries of the public transit
39 district shall establish a pilot program allowing individuals purchasing a monthly transit pass to
40 obtain the monthly transit pass at no cost during the months of January and July to encourage
41 individuals to ride public transit and reduce air pollution.
42 (2) A public transit district with more than 200,000 people residing within the
43 boundaries of the public transit district may allow for free fare or may impose a fare for
44 single-trip and day passes during the pilot program described in Subsection (1) in the months of
45 January and July.
46 Section 2. Appropriation.
47 Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, for
48 the fiscal year beginning July 1, 2013, and ending June 30, 2014, the following sums of money
49 are appropriated from resources not otherwise appropriated, or reduced from amounts
50 previously appropriated, out of the funds or accounts indicated. These sums of money are in
51 addition to any amounts previously appropriated for fiscal year 2014.

53 From Transportation Investment Fund of 2005, One-time $6,000,000
54 Schedule of Programs:
55 Administration $6,000,000
56 The Legislature intends that the $6,000,000 appropriation under this section be:
57 (1) disbursed to the Utah Transit Authority; and
58 (2) used to carry out the pilot program created in Section 17B-2a-815.5 .
59 Section 3. Effective date.
60 This bill takes effect on July 1, 2013.
