8 LONG TITLE
9 General Description:
10 This rules resolution modifies joint rules that relate to the requirements for passage of
11 legislation.
12 Highlighted Provisions:
13 This resolution:
14 . prohibits a house of the Legislature from passing legislation unless the legislation
15 has been numbered and publicly available for at least 72 hours;
16 . provides that the 72-hour requirement does not apply to:
17 . amendments to and substitutes to legislation;
18 . appropriations bills; or
19 . legislation being considered during the last three days of the annual general
20 session; and
21 . permits the notice requirement to be waived by a two-thirds constitutional majority,
22 provided that the motion is made:
23 . separately from a vote to pass the legislation or any other motion; and
24 . in relation to only the bill or resolution being considered.

31 Be it resolved by the Legislature of the state of Utah:
32 Section 1. JR4-4-110 is enacted to read:
33 JR4-4-110. 72-Hour Public Notice Required Before Passage.
34 (1) Except for the 43rd, 44th, and 45th day of the annual general session, a house may
35 not pass legislation on third reading unless the legislation has been numbered and publicly
36 available for at least 72 hours.
37 (2) The requirements of this section do not apply to:
38 (a) an amendment or substitute to the legislation;
39 (b) an appropriations bill; or
40 (c) a special session.
41 (3) (a) The House may suspend this rule only by a constitutional two-thirds vote.
42 (b) A motion to suspend this rule may not be combined with another motion and shall
43 affect only a single bill or resolution.
