             9      Committee Note:
             10          The Government Operations Interim Committee recommended this bill.
             11          The Political Subdivisions Interim Committee recommended this bill.
             12      General Description:
             13          This bill recreates the Veterans Reintegration Task Force.
             14      Highlighted Provisions:
             15          This bill:
             16          .    recreates the Veterans Reintegration Task Force and limits its composition to not
             17      more than 21 members;
             18          .    requires the task force to further study the difficulties encountered by returning
             19      servicemembers after deployments and create a statewide action plan for assisting
             20      with:
             21              .    reintegration into communities;
             22              .    finding employment;
             23              .    pursuing education; and
             24              .    locating services for veterans;
             25          .    charges the task force with creating a statewide action plan for collaborating,
             26      assisting, and coordinating with reintegration; and
             27          .    requires that the task force report to the Government Operations Interim Committee.

     Money Appropriated in this Bill:
             29          This bill appropriates in fiscal year 2012-13:
             30          .    To the Senate, as a one-time appropriation:
             31              .    from the General Fund, S. [ $6,000 ] $4,000 .S , to pay for the Veterans
             31a      Reintegration Task
             32      Force; and
             33          .    To the House of Representatives, as a one-time appropriation:
             34              .    from the General Fund, S. [ $9,000 ] $6,000 .S , to pay for the Veterans
             34a      Reintegration Task
             35      Force.
             36      Other Special Clauses:
             37          This bill is repealed on November 30, 2013.

             40     

             41      Be it enacted by the Legislature of the state of Utah:
             42          Section 1. Veterans Reintegration Task Force -- Creation -- Membership --
             43      Quorum -- Compensation -- Staff.
             44          (1) There is created the Veterans Reintegration Task Force consisting of no more than
             45      21 members, including the following:
             46          (a) two members of the Senate appointed by the president of the Senate, no more than
             47      one of whom may be from the same political party;
             48          (b) three members of the House of Representatives appointed by the speaker of the
             49      House of Representatives, no more than two of whom may be from the same political party;
             50          (c) the executive director of the Department of Veterans Affairs or the director's
             51      designee;
             52          (d) the executive director of the Department of Workforce Services or the director's
             53      designee;
             54          (e) the executive director of the Department of Health or the director's designee;
             55          (f) the executive director of the Department of Human Services or the director's
             56      designee;
             57          (g) the director of the Division of Occupational and Professional Licensing or the
             58      director's designee;

         (h) a representative from the Administrative Office of the Courts who is
             60      knowledgeable in court services and availability, appointed by the Judicial Council;
             61          (i) a representative from the Utah National Guard appointed by the Adjutant General;
             62          (j) the Employment Services for Guard and Reserve Transition Assistance Advisor;
             63          (k) a representative from the Board of Regents;
             64          (l) a representative from the League of Cities and Towns;
             65          (m) members added to the task force by the members during the 2012 Interim; and
             66          (n) any other representatives of agencies or organizations the task force considers
             67      necessary to complete its charge.
             68          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             69      under Subsection (1)(a) as a cochair of the task force.
             70          (b) The speaker of the House of Representatives shall designate a member of the House
             71      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             72          (3) A majority of the members of the task force constitute a quorum. The action of a
             73      majority of a quorum constitutes the action of the task force.
             74          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
             75      be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 3,
             76      Expense and Mileage Reimbursement for Authorized Legislative Meetings, Special Sessions,
             77      and Veto Override Sessions.
             78          (b) A member of the task force who is not a legislator may not receive compensation
             79      for their work associated with the task force, but may receive per diem and reimbursement for
             80      travel expenses incurred as a member of the task force at the rates established by the Division
             81      of Finance under Sections 63A-3-106 and 63A-3-107 .
             82          (5) The Office of Legislative Research and General Counsel shall provide staff support
             83      to the task force.
             84          Section 2. Duties -- Interim report.
             85          (1) The task force shall review and make recommendations on the following issues:
             86          (a) difficulties encountered by service members returning from deployments or
             87      veterans who have been separated from military service, including:
             88          (i) regaining employment;
             89          (ii) managing finances;

         (iii) suicide prevention; and
             91          (iv) obtaining assistance with deployment and service related health issues;
             92          (b) creation of a statewide action plan for returning service members, veterans and their
             93      families; and
             94          (c) coordination of resources across state and local governments to assist service
             95      members, veterans, and their families.
             96          (2) A final report, including any proposed legislation shall be presented to the
             97      Government Operations Interim Committee before November 30, 2013.
             98          Section 3. Appropriation.
             99          Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures Act, the
             100      following sums of money are appropriated from resources not otherwise appropriated, or
             101      reduced from amounts previously appropriated, out of the funds or accounts indicated for the
             102      fiscal year beginning July 1, 2012, and ending June 30, 2013. These are additions to any
             103      amounts previously appropriated for fiscal year 2013.
