             7      LONG TITLE
             8      General Description:
             9          This concurrent resolution of the Legislature and the Governor recognizes Israel's legal,
             10      historical, moral, and God-given right of self-governance and self-defense.
             11      Highlighted Provisions:
             12          This resolution:
             13          .    commends Israel for its cordial and mutually beneficial relationship with the United
             14      States and with the state of Utah;
             15          .    expresses support for Israel in its legal, historical, moral, and God-given right of
             16      self-governance and self-defense upon the entirety of its own lands; and
             17          .    recognizes that Israel is neither an attacking force nor an occupier of the lands of
             18      others, and that peace can be afforded the region only through a whole and united
             19      Israel.
             20      Special Clauses:
             21          None
             22     
             23      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             24          WHEREAS, Israel has been granted its lands under and through the oldest recorded
             25      deed, as recorded in the Old Testament, a tome of scripture held sacred and revered by Jews
             26      and Christians alike, as representing the acts and words of God;
             27          WHEREAS, the claim and presence of the Jewish people in Israel has remained


             28      constant throughout the past 4,000 years;
             29          WHEREAS, the legal basis for the establishment of the modern state of Israel was a
             30      binding resolution under international law, which was unanimously adopted by the League of
             31      Nations in 1922 and subsequently affirmed by both houses of the United States Congress;
             32          WHEREAS, this resolution affirmed the establishment of a national home for the
             33      Jewish people in the historical region of the land of Israel, including the areas Judea, Samaria,
             34      and Jerusalem;
             35          WHEREAS, Article 80 of the United Nations charter recognized the continued validity
             36      of the rights granted to states or peoples that already existed under international instruments;
             37          WHEREAS, the 1922 League of Nations resolution remains valid, and the 650,000
             38      Jews currently residing in the areas of Judea, Samaria, and eastern Jerusalem reside there
             39      legitimately;
             40          WHEREAS, Israel declared its independence and self-governance on May 14, 1948,
             41      with the goal of reestablishing its God-given and legally recognized lands as a homeland for
             42      the Jewish people;
             43          WHEREAS, the United States, having been the first nation to recognize Israel as an
             44      independent nation and as Israel's principal ally, has enjoyed a close and mutually beneficial
             45      relationship with Israel and her people;
             46          WHEREAS, Israel is the greatest friend and ally of the United States in the Middle East
             47      and the two countries enjoy strong bonds to common values;
             48          WHEREAS, there are those in the Middle East who, since the time of Israel's inception
             49      as a state, have continually sought to destroy Israel;
             50          WHEREAS, those same enemies of Israel also hate and seek to destroy the United
             51      States; and
             52          WHEREAS, Utah and Israel have enjoyed a cordial and mutually beneficial
             53      relationship since 1948, a friendship that continues to strengthen with each passing year:
             54          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             55      Governor concurring therein, commend Israel for its cordial and mutually beneficial
             56      relationship with the United States and with the state of Utah.
             57          BE IT FURTHER RESOLVED that the Legislature and the Governor express support
             58      for Israel in its legal, historical, moral, and God-given right of self-governance and self-defense


             59      upon the entirety of its own lands.
             60          BE IT FURTHER RESOLVED that the Legislature and the Governor recognize that
             61      Israel is neither an attacking force nor an occupier of the lands of others, and that peace can be
             62      afforded the region only through a whole and united Israel.
             63          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Embassy of
             64      Israel to the United States, the President of the United States, the Majority Leader of the United
             65      States Senate, the Speaker of the United States House of Representatives, and the members of
             66      Utah's congressional delegation.
