             8      LONG TITLE
             9      General Description:
             10          This concurrent resolution of the Legislature and the Governor expresses strong support
             11      for achieving the goal that 66% of Utah's adults will hold a postsecondary degree or
             12      certificate by the year 2020.
             13      Highlighted Provisions:
             14          This resolution:
             15          .    expresses strong support for achieving the goal that 66% of Utah's adults will hold
             16      a postsecondary degree or certificate by the year 2020;
             17          .    expresses the Legislature's determination to work with the Governor and Utah's
             18      education stakeholders to achieve the 66% goal through increased innovation and
             19      investment, and utilizing the PACE metrics as a measure of success; and
             20          .    urges all Utahns to unite behind efforts to achieve the 66% goal.
             21      Special Clauses:
             22          None

             24      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             25          WHEREAS, education is a key pillar that supports Utah's success, well-being, and


             26      prosperity;
             27          WHEREAS, K-12 public education can help families provide a foundation in social
             28      interaction, citizenship, knowledge, understanding, and basic life skills, including reading,
             29      math, science, and history;
             30          WHEREAS, the state of Utah must have 90% of students at proficiency in reading by
             31      the end of the third grade;
             32          WHEREAS, higher education provides opportunities for employment, service,
             33      leadership, and personal enrichment;
             34          WHEREAS, it is well documented that individuals with higher levels of education
             35      enjoy greater health and are more engaged in civic life;
             36          WHEREAS, for Utah's residents to succeed, K-12 and higher education in the state
             37      must achieve a new level of innovation, excellence, and accountability;
             38          WHEREAS, K-12 public and higher education in Utah must be strengthened and
             39      empowered to increase the educational attainment of all Utahns;
             40          WHEREAS, higher education in Utah provides opportunities for individuals to enhance
             41      their quality of life and economic success;
             42          WHEREAS, the opportunity to enhance quality of life and economic success should be
             43      available to all Utahns;
             44          WHEREAS, by 2020, 66% of all jobs in Utah will require postsecondary education;
             45          WHEREAS, adults with a postsecondary certificate, an associate's, or bachelor's degree
             46      earn 20% to 80% more than those without a degree;
             47          WHEREAS, college graduates earn an average of $650,000 more over their lifetimes
             48      than high school graduates;
             49          WHEREAS, 43% of adults in Utah currently hold a higher education degree or
             50      postsecondary certificate;
             51          WHEREAS, the Governor, the Utah State Board of Regents, the Utah System of Higher
             52      Education, the Utah State Board of Education, the Utah College of Applied Technology Board
             53      of Trustees, the Utah School Superintendents Association, the Utah School Boards
             54      Association, the Governor's Education Excellence Commission, the Utah Association of
             55      Elementary School Principals, the Utah Association of Secondary School Principals, the Utah
             56      Education Association, the Utah Parent Teacher Association, and Prosperity 2020 have adopted


             57      a goal that 66% of Utah's adults will hold a postsecondary degree or certificate by the year
             58      2020; and
             59          WHEREAS, the Governor and each of these groups have endorsed the PACE metrics
             60      that focus on Preparation, Access, Completion, and Economic Success for all of Utah's
             61      students:
             62          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             63      Governor concurring therein, expresses strong support for achieving the goal that 66% of
             64      Utah's adults will hold a postsecondary degree or certificate by the year 2020.
             65          BE IT FURTHER RESOLVED that the Legislature and the Governor, working together
             66      with the State Board of Regents, the Utah System of Higher Education, the Utah State Board of
             67      Education, the Utah College of Applied Technology Board of Trustees, the Utah School
             68      Superintendents Association, the Utah School Boards Association, the Governor's Education
             69      Excellence Commission, the Utah Association of Elementary School Principals, the Utah
             70      Association of Secondary School Principals, the Utah Education Association, the Utah Parent
             71      Teacher Association, and Prosperity 2020, express their determination to achieve the 66% goal
             72      through increased innovation, investment and accountability and utilizing the PACE metrics as
             73      a measure of success.
             74          BE IT FURTHER RESOLVED that the Legislature and the Governor urge all Utahns to
             75      unite behind efforts to achieve the 66% goal.
             76          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah State
             77      Board of Regents, the Utah System of Higher Education, the Utah State Board of Education,
             78      the Utah College of Applied Technology Board of Trustees, Utah School Superintendents
             79      Association, Utah School Boards Association, the Governor's Education Excellence
             80      Commission, Elementary and Secondary School Principal's Associations, the Utah Education
             81      Association, the Utah Parent Teacher's Association, and Prosperity 2020.
