2 RAILROAD CROSSING SAFETY

8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature encourages the Utah Driver License Division to
11 include testing and education on safe motor vehicle operation in and around rail lines
12 and railroad grade crossings when issuing licenses to operate motor vehicles.
13 Highlighted Provisions:
14 This resolution:
15 . encourages the Utah Driver License Division to include testing on safe motor
16 vehicle operation in and around rail lines and railroad grade crossings when issuing
17 licenses to operate motor vehicles;
18 . encourages the Utah Driver License Division to include safe vehicular driver
19 behavior around railroad grade crossings and railroad grade crossing safety as a
20 component in driver education;
21 . encourages the Driver License Division to prepare materials designed to educate
22 new and current operators of motor vehicles in Utah on safe vehicle operation in
23 and around rail lines and railroad grade crossings; and
24 . encourages operators of motor vehicles to increase safety by modifying their
25 behavior around railroad grade crossings and railroad property.

29 Be it resolved by the Legislature of the state of Utah:
30 WHEREAS, the increase in both freight train and commuter train traffic through the
31 existing and new rail corridors along the Wasatch Front has resulted in higher numbers of
32 motor vehicle and train incidents;
33 WHEREAS, nearly all motor vehicle and train collisions are avoidable;
34 WHEREAS, currently, the Driver License Division prepares education materials and
35 testing to assure that individuals seeking a license to operate a motor vehicle understand the
36 laws and rules governing the safe operation of a motor vehicle;
37 WHEREAS, testing on the safe operation of a motor vehicle in proximity to rail lines
38 and rail grade crossings may result in fewer motor vehicle and train collisions; and
39 WHEREAS, utilizing education materials on the safe operation of a motor vehicle in
40 proximity to rail lines and rail grade crossings will help increase awareness among new and
41 current operators of motor vehicles in Utah on this important issue:
42 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
43 encourages the Utah Driver License Division to include testing on safe motor vehicle operation
44 in and around rail lines and railroad grade crossings when issuing licenses to operate motor
45 vehicles.
46 BE IT FURTHER RESOLVED that the Legislature encourages the Utah Driver License
47 Division to include safe vehicular driver behavior around railroad grade crossings and railroad
48 grade crossing safety as a component in driver education.
49 BE IT FURTHER RESOLVED that the Legislature encourages the Driver License
50 Division to prepare materials designed to educate new and current operators of motor vehicles
51 in Utah on safe vehicle operation in and around rail lines and railroad grade crossings.
52 BE IT FURTHER RESOLVED that the Legislature encourages operators of motor
53 vehicles to modify their behavior around railroad grade crossings and railroad property to
54 increase safety.
55 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah Driver
56 License Division.
