8 LONG TITLE
9 General Description:
10 This joint resolution of the Legislature encourages the Utah Driver License Division to
11 include testing and education on safe motor vehicle operation in and around rail lines
12 and railroad grade crossings when issuing licenses to operate motor vehicles.
13 Highlighted Provisions:
14 This resolution:
15 . recognizes the importance of safety awareness on the road and the need for
16 operators of motor vehicles to act with courtesy and respect when operating motor
17 vehicles;
18 . encourages the Utah Driver License Division to include testing on safe motor
19 vehicle operation in and around rail lines and railroad grade crossings when issuing
20 licenses to operate motor vehicles;
21 . encourages the Utah Driver License Division to include safe vehicular driver
22 behavior around railroad grade crossings and railroad grade crossing safety as a
23 component in driver education;
24 . encourages the Driver License Division to prepare materials designed to educate
25 new and current operators of motor vehicles in Utah on safe vehicle operation in
26 and around rail lines and railroad grade crossings; and
27 . encourages operators of motor vehicles to increase safety by modifying their
28 behavior around railroad grade crossings and railroad property.

32 Be it resolved by the Legislature of the state of Utah:
33 WHEREAS, the increase in both freight train and commuter train traffic through the
34 existing and new rail corridors along the Wasatch Front has resulted in higher numbers of
35 motor vehicle and train incidents;
36 WHEREAS, nearly all motor vehicle and train collisions are avoidable;
37 WHEREAS, the Legislature of the state of Utah recognizes that safety awareness on the
38 road is of paramount importance to our citizens and communities and that each operator of a
39 motor vehicle should act with courtesy and respect towards operators of other motor vehicles;
40 WHEREAS, currently, the Driver License Division prepares education materials and
41 testing to assure that individuals seeking a license to operate a motor vehicle understand the
42 laws and rules governing the safe operation of a motor vehicle;
43 WHEREAS, testing on the safe operation of a motor vehicle in proximity to rail lines
44 and rail grade crossings may result in fewer motor vehicle and train collisions; and
45 WHEREAS, utilizing education materials on the safe operation of a motor vehicle in
46 proximity to rail lines and rail grade crossings will help increase awareness among new and
47 current operators of motor vehicles in Utah on this important issue:
48 NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah
49 recognizes that safety awareness on the road is of paramount importance to our citizens and
50 communities and that each operator of a motor vehicle should act with courtesy and respect
51 towards operators of other motor vehicles.
52 BE IT FURTHER RESOLVED that the Legislature encourages the Utah Driver License
53 Division to include testing on safe motor vehicle operation in and around rail lines and railroad
54 grade crossings when issuing licenses to operate motor vehicles.
55 BE IT FURTHER RESOLVED that the Legislature encourages the Utah Driver License
56 Division to include safe vehicular driver behavior around railroad grade crossings and railroad
57 grade crossing safety as a component in driver education.
58 BE IT FURTHER RESOLVED that the Legislature encourages the Driver License
59 Division to prepare materials designed to educate new and current operators of motor vehicles
60 in Utah on safe vehicle operation in and around rail lines and railroad grade crossings.
61 BE IT FURTHER RESOLVED that the Legislature encourages operators of motor
62 vehicles to modify their behavior around railroad grade crossings and railroad property to
63 increase safety.
64 BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah Driver
65 License Division.
