    The Education Committee reports a favorable recommendation on 1st Sub. S.B. 51, HIGHER EDUCATION TUITION WAIVERS, by Senator S. Urquhart, with the following amendments:

1.    Page 3, Lines 79 through 81 :    

             79          (3) Upon recommendation of the board, a president

{   may   }        shall       grant additional full or partial

             80      tuition waivers to encourage students to enroll for instruction in occupations critical to the state
             81      for which trained personnel are in short supply.
