Vice Chair Pitcher called the meeting to order at 4:17 p.m.

MOTION:    Rep. Wiley moved to approve the minutes of the February 13, 2013 meeting. The motion passed unanimously.

S.B. 54    Licensing of Nursing Care Facility Beds (Sen. C. Bramble)

Sen. Bramble explained the bill to the committee.

MOTION:    Rep. Wilson moved to transmit S.B. 54 with a favorable recommendation. The motion passed unanimously with Rep. Froerer absent for the vote.

MOTION:    Rep. Brown moved to place S.B. 54 on the Consent Calendar. The motion passed unanimously with Rep. Froerer absent for the vote.

H.B. 65    Insurance Beneficiary Changes (Rep. J. Bird)

Rep. Bird presented the bill to the committee. Ted Lewis, American Council of Life Insurers, spoke to the bill.


MOTION:    Rep. Bird moved to transmit H.B. 65 with a favorable recommendation.

SUBSTITUTE MOTION:    Rep. Wiley moved to replace H.B. 65 with 2nd Substitute H.B. 65. The motion passed unanimously with Rep. Froerer absent for the vote.

MOTION:    Rep. Bird moved to amend 2nd Substitute H.B. 65 as follows:


1.    Page 7, Lines 208 through 211 :    

             208          
{   (3) This section does not apply to the designation of a beneficiary of a life insurance

             209      policy or annuity contract. A policyholder or certificate holder who obtains a divorce or
             210      annulment shall request a beneficiary change in the form required by the insurer in accordance
             211      with Section 31A-22-413 .

MOTION:    Rep. Bird moved to adjourn. The motion passed unanimously with Rep. Froerer absent for the vote.
