Chair Gibson called the meeting to order at 2:06 p.m.

MOTION:    Rep. Cummingham moved to approve the minutes of February 5, 2013 and February 7, 2013. The motion passed unanimously with Rep. Eliason, Rep. Last, Rep. Powell, and Rep. Sanpei absent for the vote.

H.B. 307    CPR Training in Schools (Rep. C. Moss)

Rep. Moss introduced the bill which amends provisions related to public school instruction in health to include instruction in lifesaving emergency provisions.

Ms. Karen Lam, Utah Emergency Medical Training Council, addressed committee members' questions.

Dr. Martell Menlove, State Superintendent, commented on the bill.

Ms. Terri Holland, Executive Director, Utah Emergency Medical Training Council, spoke in support of the bill.

MOTION:
    Rep. Arent moved to pass the bill out with a favorable recommendation.

SUBSTITUTE MOTION:    Rep. Nielson moved to hold the bill. The motion failed with
Rep. Last, Rep. Lifferth, Rep. Nielson, Rep. Peterson, and Rep. Snow voting in favor of the motion. Rep. Cunningham, Rep. McCay, and Rep. Sanpei were absent for the vote.

A vote was taken on Rep. Arent's motion. The motion passed with Rep. Last, Rep. Lifferth,
Rep. Nielson, Rep. Peterson, Rep. Snow, and Rep. Stratton voting in opposition to the motion. Rep. Cunningham, Rep. McCay, and Rep. Sanpei were absent for the vote.

Chair Gibson relinquished the chair to Vice Chair Snow.

S.B. 128    Financial Transparency in Education (Sen. D. Thatcher) (Rep. Johnny Anderson)

Sen. Thatcher introduced the bill which imposes requirements regarding the submission of public financial information to the Utah Public Finance Website by a school district or charter school.

Dr. Martell Menlove and Mr. Bruce Williams, Associate Superintendent, Utah State Office of Education, addressed committee members' questions.

The following spoke in favor of the bill:
    Mr. Derek Monson, Sutherland Institute
    Mr. Dan Deuel, Weber County 9/12 Project

Mr. Chris Bleak, Utah Association of Charter Schools, commented on the bill.

MOTION:    Rep. Nielson moved to pass the bill out with a favorable recommendation.

SUBSTITUTE MOTION:    Rep. Hughes moved to hold the bill. The substitute motion passed with Rep. Lifferth, Rep. McCay, Rep. Nielson, and Rep. Stratton voting in opposition to the motion. Rep. Gibson and Rep. Sanpei were absent for the vote.

MOTION:    Rep. McCay moved to adjourn. The motion passed unanimously with Rep. Gibson and Rep. Sanpei absent for the vote. Vice Chair Snow adjourned the meeting at
3:53 p.m.
