Vice Chair Snow called the meeting to order at 8:04 a.m.

MOTION:    Rep. Cunningham moved to approve the minutes of March 1, 2013. The motion passed unanimously with Rep. Eliason, Rep. Hughes, Rep. McCay, Rep. Moss, and Rep. Stratton absent for the vote.

H.B. 343    Textbook Purchasing Amendments (Rep. J. Anderegg)

Rep. Anderegg introduced the bill which places restrictions on the use of paper textbooks in certain situations.

MOTION:    Rep. Lifferth moved to substitute H.B. 343 with 1st Substitute H.B. 343. The motion passed unanimously with Rep. Hughes and Rep. McCay absent for the vote.

Dr. Patti Harrington, Utah School Superintendents Association, commented on the bill.


The following spoke in opposition to the bill:

    Mr. Peter Cannon, speaking for himself

Vice Chair Snow relinquished the chair to Rep. Powell.

MOTION:    Rep. Lifferth moved to hold the bill. The motion passed unanimously with Rep. Gibson, Rep. Snow, and Rep. Stratton absent for the vote.        

H.B. 393    Competency-based Education Amendments (Rep. G. Hughes)

Rep. Hughes introduced the bill which amends provisions related to competency-based education.

Dr. Martell Menlove, State Superintendent, commented on the bill.

MOTION:    Rep. Eliason moved to hold the bill and place it on the top of the next agenda.

SUBSTITUTE MOTION:    Rep. Last moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Arent, Rep. Lifferth, Rep. Moss, Rep. Poulson, and Rep. Powell voting in opposition to the motion. Rep. Gibson, Rep. Nielson, Rep. Snow, and Rep. Stratton were absent for the vote.

H.B. 318    Classroom Size Revisions (Rep. R. Edwards)

MOTION:    Rep. Arent moved to substitute H.B. 318 with 1st Substitute 318. The motion passed unanimously with Rep. Gibson, Rep. Hughes, Rep. Snow, and Rep. Stratton absent for the vote.

Rep. Edwards introduced the bill which imposes requirements pertaining to class size.

MOTION:    Rep. Poulson moved to pass the bill out with a favorable recommendation. The motion passed with Rep. Last and Rep. Nielson voting in opposition to the motion. Rep. Gibson, Rep. Hughes, Rep. Snow, and Rep. Stratton were absent for the vote.

MOTION:    Rep. McCay moved to adjourn. The motion passed unanimously with Rep. Gibson, Rep. Hughes, Rep. Snow, and Rep. Stratton being absent for the vote. Rep. Powell adjourned the meeting at 9:30 a.m.
