Vice Chair Ivory called the meeting to order at 8:02 a.m.

MOTION:    Rep. Perry moved to approve the minutes of the February 27, 2013 meeting. The motion passed unanimously with Rep. Grover, Rep. Powell, and Rep. Draxler absent for the vote.

H.B. 354    Interlocal Entity Amendments (Rep. Johnny Anderson)

MOTION:    Rep. Noel moved to amend the bill as follows:

1.    Page 2, Line 29 :

2.    Page 2, Line 55 through Page 3, Line 85 :    
    Delete lines 55-85
     Renumber remaining sections accordingly.

3.    Page 3, Line 88 through Page 4, Line 96 :

  (1)       If an interlocal entity requires a budget, the interlocal entity shall:

{   (1)   }        (a)       adopt the budget at a public meeting held in accordance with Title 52, Chapter 4,

             90      Open and Public Meetings Act;
             91          
{   (2)   }        (b)       establish and maintain the budget in accordance with standards established by the

             92      Governmental Accounting Standards Board; and


             93          
{   (3)   }        (c)       publish annually the interlocal entity's budget on:

             94          
{   (a)   }        (i)       the interlocal entity's public website, if applicable; and

             95          
{   (b)   }        (ii)       the public website of each Utah public agency that entered into the agreement

             96      creating the interlocal entity.
    
  (2) Subsection (1) does not apply to an interlocal entity that is a project entity.      

The motion to amend the bill passed unanimously with Rep. Grover, Rep. Powell, and Rep. Draxler absent for the vote.

Rep. Anderson introduced the amended bill to the committee.

MOTION:    Rep. Noel moved to pass H.B. 354 as amended out favorably. The motion passed with Rep. Chavez-Houck voting in opposition to the motion. Rep. Grover and Rep. Draxler were absent for the vote.


H.B. 88    Land Use Amendments (Rep. M. Brown)

This bill was not heard.


H.B. 156    Restoration of Terminated Parental Rights (Rep. L. Christensen)

Rep. Christensen introduced the bill to the committee. A handout was provided to committee members.

MOTION:    Rep. Noel moved to pass H.B. 156 out favorably.

SUBSTITUTE
MOTION:
    Rep. Chavez-Houck moved to refer H.B. 156 for interim study in connection with

Sen. Harper's bill on the same subject. The motion failed with Rep. Chavez-Houck voting in favor of the motion.

SUBSTITUTE
MOTION:
    Rep. Powell moved to hold the bill in committee. The motion failed on a tie vote. Rep. Chavez-Houck, Rep. Perry, Rep. Powell, and Rep. Draxler voted in favor of the motion. Rep. Grover, Rep. Mathis, Rep. Noel, and Rep. Ivory voted in opposition to the motion.

The original motion to pass the bill out favorably passed with Rep. Chavez-Houck and Rep. Powell voting in opposition to the motion,


H.J.R. 12    Joint Resolution Dissolving Clarkston Justice Court (Rep. J. Draxler)

Rep. Draxler introduced the resolution to the committee.

MOTION:    Rep. Perry moved to pass H.J.R, 12 out favorably. The motion passed unanimously.

MOTION:    Rep. Perry moved to place H.J.R. 12 on the Consent Calendar. The motion passed unanimously.


H.B. 219    Audit Revisions (Rep. L. Christensen)

Rep. Christensen introduced the bill to the committee.

MOTION:    Rep. Noel moved to pass H.B. 219 out favorably. The motion passed unanimously.

MOTION:    Rep. Noel moved to place H.B. 219 on the Consent Calendar. The motion passed unanimously.


MOTION:    Rep. Grover moved to adjourn the meeting.

Vice Chair Ivory adjourned the meeting at 9:46 a.m.
