Vice Chair Ivory called the meeting to order at 8:01 a.m.

MOTION:    Rep. Draxler moved to approve the minutes of the March 4, 2013 meeting with the following correction:

            During the discussion on S.B. 120, the minutes indicate that Mr. Clark Aposhian distributed a handout to committee members; however, he did not distribute it.

The motion to approve the minutes as corrected passed unanimously with Rep. Perry absent for the vote.


S.B. 65S1    Election Code - Financial Reporting Requirement Amendments (Sen. J. Valentine)

This bill was not heard.


H.B. 91S1    Voter Registration - Election Day Voter Registration (Rep. R. Chavez-Houck)

MOTION:    Rep. Chavez-Houck moved to adopt 2nd Substitute H.B. 91. The motion passed unanimously with Rep. Perry absent for the vote.

Rep. Chavez-Houck introduced the substitute bill to the committee, assisted by Ms. Rozan Mitchell, Salt Lake County Election Division. Handouts were provided to committee members.

MOTION:    Rep. Fisher moved to pass 2nd Substitute H.B. 91 out favorably. The motion passed with Rep. Grover and Rep. Ivory voting in opposition to the motion. Rep. Perry was absent for the vote.

S.B. 66S1    Referendum Revisions (Sen. S. Reid)

H.B. 362    Transparency in Collective Bargaining Process (Rep. D. McCay)

MOTION:    Rep. Noel moved to adopt 2nd Substitute H.B. 362. The motion passed unanimously with Rep. Perry absent for the vote.

Rep. McCay introduced the bill to the committee. Handouts were provided to committee members.

MOTION:    Rep. Noel moved to pass 2nd Substitute H.B. 362 out favorably. The motion failed with Rep. Grover, Rep. Mathis, Rep. Noel, and Rep. Ivory voting in favor of the motion. Rep. Chavez-Houck, Rep. Fisher, Rep. Perry, Rep. Powell, and Rep. Draxler voted in opposition to the motion.

MOTION:    Rep. Powell moved to adjourn the meeting. The motion passed unanimously.

Vice Chair Ivory adjourned the meeting at 9:52 a.m.
