Chair McIff called the meeting to order at 2:05 p.m., and introduced the committee.

H.B. 64    Felon's Right to Hold Office (Rep. C. Moss)

Rep. Moss presented the bill to the committee.

Spoke in opposition to the bill:     Ms. Marina Lowe, Legislative Counsel, ACLU
                 Mr. Dan Deuel, Legislative Liaison, Weber 9/12 Project

MOTION:    Rep. Perry moved to hold the bill. The motion passed unanimously.

H.B. 27    Threat of Terrorism Penalty Amendments (Rep. E. Hutchings)

Rep. Hutchings presented the bill to the committee.

Spoke to the bill:    Ms. Jacey Skinner, Director, Utah Sentencing Commission

MOTION:    Rep. King moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Christensen moved to amend the bill.




Following further discussion, Rep. Christensen and Rep. King withdrew their motions.

MOTION:    Rep. King moved to hold the bill. The motion passed unanimously.

H.B. 80    Family Expenses Amendments (Rep. Johnny Anderson)

The bill was not considered in this meeting.

MOTION:    Rep. Perry moved adjourn the meeting. The motion passed unanimously.
