Vice Chair Lee B. Perry called the meeting to order at 8:16 a.m.

MOTION:    Rep. King moved to approve the minutes of February 20, 2013. The motion passed unanimously, with Rep. Christensen, Rep. Greene, Rep. Hutchings, and Chair McIff absent for the vote.

H.B. 105    Serious Youth Offender Amendments (Rep. V. L. Snow)

Rep. Snow explained the bill to the committee with the assistance of Ms. Jacey Skinner, Director, Utah Sentencing Commission, who distributed a handout.

Spoke to the bill:    Mr. Ron Gordon, Executive Director, Commission on Criminal and Juvenile Justice
            Mr. Paul Boyden, Director, Statewide Area Prosecutors

MOTION:    Rep. Snow moved to pass the bill out favorably. The motion passed unanimously, with Rep. Greene absent for the vote.






H.B. 111    Eminent Domain Amendments (Rep. L. Perry)

Vice Chair Perry relinquished the chair to Rep. Snow

Rep. Perry presented the bill to the committee.

MOTION:    Rep. Perry moved to replace H.B. 111 with 1st Substitute H.B. 111, "Eminent Domain Amendments." The motion passed unanimously, with Rep. Greene absent for the vote.

Mr. Craig Call, representing himself, explained the substitute to the committee, and distributed a handout.

MOTION:    Rep. Perry moved to amend the bill as follows:

SUBSTITUTE
MOTION:    Rep. King moved to hold the bill. The motion passed unanimously, with Rep. Hall absent for the vote.

H.B. 114S01    Second Amendment Preservation Act (Rep. B. Greene)

Vice Chair Perry reminded the committee the bill had been explained in the previous meeting, and invited the public to comment on the bill.
