Rep. Peterson called the meeting to order at 8:12 a.m.

MOTION:    Rep. Poulson moved to approve the minutes of the February 19, 2013 meeting. The motion passed unanimously with Rep. Dunnigan and Rep. Webb absent for the vote.


H.B. 348    Local District Amendments (Rep. D. Ipson)

Rep. Ipson introduced the bill to the committee.

Spoke to the bill:    Mr. Michael Jensen, Unified Fire Chief and Salt Lake County Councilman

MOTION:    
Rep. Cox moved to pass H.B. 348 out favorably. The motion passed unanimously with Rep. Dunnigan absent for the vote.

MOTION:    
Rep. Hall moved to place the bill on the Consent Calendar. The motion passed unanimously with Rep. Dunnigan absent for the vote.


S.B. 158    Municipal General Fund Amendments (Sen. D. Henderson) (Rep. J. Knotwell)


Sen. Henderson introduced the bill to the committee.


Spoke in favor of the bill:    Mr. Lincoln Shurtz, Utah League of Cities and Towns


Spoke in opposition to the bill:    Mr. Ronald Mortensen, Citizens for Tax Fairness

MOTION:    Rep. Westwood moved to pass S.B. 158 out favorably. The motion passed unanimously.

MOTION:
    Rep. Hall moved to place the bill on the Consent Calendar. The motion passed unanimously.

H.B. 207    Open and Public Meeting Act Notice Amendments (Rep. K. Powell)

Rep. Powell introduced the bill to the committee.

MOTION:    Rep. Cox moved to adopt 1st Substitute H.B. 207. The motion passed unanimously.

Spoke in favor of the bill:    Mr. Lynn Pace, Utah League of Cities and Towns

MOTION:    Rep. Cox moved to amend the bill as follows:


1.    Page 2, Lines 55 through 56 :    

             55          (c) A public notice required under Subsection (1) is satisfied by the public notice given
             56      under Subsection (2)(a)(i), if no additional items are added to the agenda.
  A public body may add additional items under Subsection (2)(a)(i) by posting a revised agenda under Subsection (1).      


SUBSTITUTE    
MOTION:    Rep. Dunnigan moved to amend the bill as follows:


1.    Page 2, Lines 55 through 56 :    

             55          (c) A public notice required under Subsection (1) is satisfied by the public notice given
             56      under Subsection (2)(a)(i), if no additional items are added to the agenda.
  A public body may amend an agenda posted under Subsection (2)(a)(i) by posting a revised agenda under Subsection (1).      


The substitute motion passed unanimously.
    

MOTION:    Rep. Poulson moved to pass 1st Substitute H.B. 207 out favorably as amended. The motion passed with Rep. Dunnigan voting in opposition.
    
H.B. 330    Financial Reporting Amendments (Rep. S. Eliason)



Rep. Eliason introduced the bill to the committee.

MOTION:
    Rep. Kennedy moved to amend the bill as follows:


1.    Page 2, Line 56 through Page 3, Line 59 :    

             56          (5)
  (a)       "Political subdivision" means any county, city, town, school district, community

             57      development and renewal agency, special improvement or taxing district, local district, special
             58      service district, an entity created by an interlocal agreement adopted under Title 11, Chapter 13,
             59      Interlocal Cooperation Act, or other governmental subdivision or public corporation.
    
  (b) Notwithstanding Subsection (5)(a), "political subdivision" does not mean a project entity, as defined in Section 11-13-103.      


The motion passed unanimously with Rep. Dunnigan absent for the vote.

MOTION:    Rep. Westwood moved to adjourn the meeting. The motion passed unanimously.

Rep. Peterson adjourned the meeting at 9:29 a.m.
