Chair Wilcox called the meeting to order at 8:02 a.m.

MOTION:    Rep. Anderegg moved to approve the minutes of the February 27, 2013 meeting. The motion passed unanimously with Rep. Cosgrove, Rep. Eliason, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. Sagers, and Rep. Stanard absent for the vote.

H.B. 136    Alcoholic Beverage Control Related Amendments (Rep. J. Draxler)

Rep. Draxler requested HB136 be replaced with 1st Sub. HB136.

MOTION:    Rep. Knotwell moved that HB136 be replaced with 1st Sub HB136. The motion passed unanimously with Rep. Cosgrove, Rep. Eliason, Rep. Froerer, Rep. Gibson, Rep. Hutchings, Rep. Sagers, and Rep. Stanard absent for the vote.





1st Sub. H.B. 136    Alcoholic Beverage Control Related Amendments (Rep. J. Draxler)


Rep. Draxler introduced the bill to the committee. Mr. Richard Nance, Director, and Mr. Pat Bird, Prevention Manager, Utah County Department of Drug and Alcohol Prevention and Treatment, answered questions from the committee.

MOTION:    Rep. Gibson moved to pass 1st Sub. HB136 out favorably.

SUBSTITUTE MOTION:    Rep. Hutchings moved to move to the next item on the agenda. After further discussion by the committee Rep. Hutchings withdrew his motion.

A vote was taken on the original motion to pass out 1st Sub. HB136 and the motion failed with Rep. Anderegg, Rep. Briscoe, Rep. Cosgrove, Rep. Eliason, Rep. Froerer, Rep. Hutchings, Rep. Knotwell, Rep. McIff, Rep. Nielson, Rep. Sagers, Rep. Stanard, and Rep. Wilcox voting in opposition.

H.B. 98    Severance Tax Revisions (Rep. B. King)

Rep. King introduced the bill to the committee.

SUBSTITUTE MOTION:    Rep. Cosgrove moved to place HB98 as the first agenda item for the next meeting. The motion passed unanimously with Rep. Froerer and Rep. Nielson absent for the vote.

MOTION:    Rep. Briscoe moved to adjourn the meeting. The motion passed unanimously with Rep. Froerer and Rep. Nielson absent for the vote.

Chair Wilcox adjourned the meeting at 10:02 a.m.
